Purpose
The purpose of this procurement is to allow the Police Department and City Court to implement an electronic citation system whereby traffic citations may be originated and processed electronically.
Background
The proposed electronic citation system would permit patrol officers to discontinue using paper forms at the time of issuing the citation, and would allow Police Department Records and City Court personnel to discontinue having to key the citation data into their respective databases. The proposed procurement, including initial setup, training, support, software licensing, and hardware, as well as annual licensing, maintenance, and support services, would equip 100 police department users with the means to issue electronic citations, including a software interface with Police Department Records and City Court software. Staff anticipates that gains to the efficiency of operations in both Police and City Court, as well as a reduction in human error, would result from implementation of this system. Further, safety for patrol officers and convenience for the public would increase due to the reduced amount of time necessary to complete traffic stops. In addition, the proposed electronic citation system would allow for improved citation statistical reports, including mapping.
City staff has researched and reviewed the available alternatives for electronic citation solutions for the Franklin Police Department and City Court and recommends the approval of a licenses and services agreement with Tyler Technologies, Inc. for products and services marketed under the Brazos Technology brand name. The Brazos system would communicate with Police Department Records and City Court software already in use. The Tyler Technologies proposal is based on pricing established by means of the federal government’s General Services Administration and afforded to local governments.
Financial Impact
The electronic citation system being recommended by staff, from Tyler Technologies, Inc. of Lubbock, Texas, is in the total non-recurring amount of $233,594 plus annual maintenance and support fees of $29,500 per year after the first year. (The recurring costs are intended to ensure that the system remains operational, current and technically supported into the future.) The City Court budget for fiscal year 2016 anticipates $253,300 to be financed by means of the City’s current master lease arrangement for procurement of an electronic ticketing system. The non-recurring amount for the proposal from Tyler Technologies is $19,706 (7.8%) under budget.
Options
The Brazos electronic citation system is the only one known to City staff to be capable of communicating with Police Department Records and City Court software already in use. Of course, the City has the option of not pursuing implementation of an electronic citation system at this time.

Staff recommends that the City award, contingent upon Law Department and City Administrator approval of City Contract No. 2015-0401, the proposal from Tyler Technologies, Inc. of Lubbock, Texas, in the total non-recurring amount of $233,594 plus annual maintenance and support fees of $29,500 per year after the first year.
