Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2019-18 to select a design concept for the proposed intersection improvements Liberty Pike and North Royal Oaks Boulevard/Mallory Lane (Liberty-Mallory).
Background
On August 30, 2018, a public meeting was held at City Hall to share the proposed design of intersection improvements at Liberty-Mallory. The proposed intersection design included 2 thru lanes, 2 left-turn lanes, and a dedicated right-turn lane for all approaches to the intersection. Concerns expressed by attendees of the meeting included:
• Larger, improved intersection may encourage more vehicles to pass through the area, which could make accessing local properties and neighborhoods more difficult,
• Possible increase in vehicle speeds with a large intersection, and
• General safety of pedestrians crossing larger intersection, especially given that Centennial High School is located directly adjacent to the intersection.
There was some discussion about, and a significant portion of the comment cards requested, the possibility of a roundabout option. Staff presented the results of the public meeting to the Capital Investment Committee (CIC) in September 2018.
Since the CIC meeting in September, City staff has worked with the designer to develop 4 design concepts for the intersection improvements. The concepts include 3 signalized intersections options and 1 roundabout option. Exhibit A shows the various concepts with the 50% and 95% queue lengths overlaid on the design. Exhibit B shows the projected Level of Service (LOS) designations for each major traffic movement of all 4 design concepts.
