Purpose
The purpose of this memorandum is to report to the Franklin Board of Mayor and Aldermen (BOMA) consideration of Amendment No. 1 to COF Contract No. 2017-0205.
Background
In December of 2017, the City finalized the purchase of the Robinson Lake property for $500,000. Prior to closing on the property, CDM Smith and the City conducted a “due diligence review” of the property that identified two concerns. The primary concern is the condition of the Robinson Lake dam. A secondary concern, which could be addressed during dam repairs, is the relatively shallow depth of Robinson Lake.
It is important to note that City staff anticipates expenditures to improve the dam and meet regulatory requirements as outlined in the study completed by CDM Smith. At the current dam classification, full mitigation of the dam deficiencies is projected to cost up to $2.5 million. In reviewing these costs with the consultant, it is anticipated that these costs can be reduced through both value engineering and by pursuing a modification of the dam’s classification with the Tennessee Department of Environment and Conservation (TDEC). Based on feedback to date, the change in classification of the dam can likely be accomplished through further modelling of the dam’s potential impact (or lack thereof) in a flooding/failure scenario.
The purpose of this proposed amendment is for performing a supplemental geotechnical investigation for the Robinson Lake Dam rehabilitation measures. This study will help evaluate if dredging and deepening of the lake is feasible to allow for recreational water activities such as boating without adversely impacting the proposed dam and lake rehabilitation. In addition, the work includes a geotechnical investigation that will provide geotechnical data required for the rehabilitation design. Following this work CDM Smith will need to submit a separate scope of work and cost proposal for the detailed rehabilitation design efforts, hydraulic modeling and final park design.
Financial Impact
$188,700 to be paid out of the CIP fund 130-82540-44700.

Staff recommends approval of Amendment No. 1 to COF Contract No. 2017-0205 with CDM Smith, Inc. in an amount not-to-exceed $188,700.00.
