Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Utility Relocation Agreement with Middle Tennessee Electric Membership Corporation (MTEMC) for the Franklin Road Corridor Improvements (Streetscape) Project, Harpeth River Bridge to Harpeth Industrial Court/Hooper Lane.
Background
As a part of the Franklin Road Corridor Improvements (Streetscape) Project, all overhead/aerial utility lines are being removed, and must be relocated and placed underground in a new conduit duct bank system (as part of the streetscape improvements). Because this relocation affects existing MTEMC aerial lines in private MTEMC rights-of-way, and additional construction costs incurred by MTEMC to place their lines underground, the proposed agreement allows MTEMC to recoup these additional costs.
Financial Impact
The total estimated cost for the MTEMC relocation work is $770,733.56, per the attached Exhibit A, estimated total construction costs. City will reimburse MTEMC for the total estimated cost related to the relocation of its facilities on private MTEMC rights-of-way and total construction costs, including but not limited to labor, materials, engineering, inspection, and the betterment cost of an underground installation in lieu of overhead.
