Background/Staff Comments
This development plan proposes a total of 20 single-family lots on 7.43 acres. Sixteen lots will be accessed from an internal street, and four will front Carlisle Lane but accessed from an internal alleyway that will run parallel to Carlisle Lane. The developer will be required to dedicate right-of-way for the new alignment of Carlisle Lane, which is a minor collector in the street network.
The proposed Cardel Village PUD Subdivision will border Carlisle and Cornerstone Subdivisions to the South, Founders Pointe Subdivision to the East, and Blossom Park and Richland Close Subdivisions to the north. The proposed density of Cardel Village will be compatible with each of these subdivisions. The property to the immediate north contains one single-family dwelling unit. The applicant and the City staff have worked with the homeowners to ensure that this proposed development is designed to be compatible with the property to the North. There are two historic, large-lot, single-family residences to the west, across Carlisle Lane and have a different defined character than the subdivisions on the east side of Carlisle Lane.
Four open spaces are proposed. One will be at the southwest corner and will run contiguously with an open space at the neighboring entrance of Cornerstone PUD Subdivision to the south. A second will be located at the northern property line with clustered dwelling units and will be congruent to the stormwater detention lots of Blossom Park PUD and Richland Close Subdivisions. The remaining two open-space lots will be in the eastern edge and southeastern corner, they will serve as stormwater detention, and they will be adjacent to a lot serving the same purpose from Cornerstone PUD Subdivision to the south.
The present alignment and rural cross section of Carlisle Lane are in need of costly upgrades. Since it is not an arterial roadway, the City’s Road Impact Fees cannot be used for improving this street, and funding for the improvements will need to be identified and scheduled in conjunction with the City’s Capital Investment Program. If the Planning Commission and the Board of Mayor and Aldermen approve Resolution 2015-79, then the Conditions of Approval are attached and contain specific language regarding the improvements to Carlisle Lane.

PROCEDURAL REQUIREMENTS:
1. Fifteen half-size copies of the Development Plan shall be submitted to the Department of Planning and Sustainability by 9 A.M. on the Monday after the Planning Commission meeting in order to be placed on the Board of Mayor and Aldermen agenda.
2. If the plan receives BOMA approval, the applicant shall upload the corrected plan to the online plan review website (https://franklin.contractorsplanroom.com/secure/) and submit one complete and folded set and a .pdf file of corrected development plan to the Department of Building and Neighborhood Services (Suite 110, Franklin City Hall). The revisions to the approved plans shall be “clouded.” With the resubmittal, each condition of approval/open issue in the online plan review system shall contain a full response from the applicant as to the satisfaction or completion of that condition.
3. The City’s project identification number shall be included on all correspondence with any city department relative to this project.
