Background/Staff Comments
The development plan for Carothers Crossing PUD Subdivision was endorsed by the FMPC at the December 17, 2015 meeting. The development plan was approved by BOMA at the February 9, 2016 meeting. The 120,577 square foot building is intended to be used as a private fitness center (recreation) and associated parking with lot 1 and lot 2 of this two lot subdivision.

Design Modification 1- Reduce façade requirements
The applicant requests a design modification to reduce the amount of required hardscape (stone, brick, marble, or pre cast concrete) on the south façade which faces Liberty Pike, a major arterial. Chapter 5.3.6(7)(a)(i) states: Buildings of facades of buildings three stories or less facing an arterial street, Mack Hatcher Parkway, and Interstate 65 shall include brick, stone (real or faux), marble, or scored precast concrete for a minimum of 75 percent of the net façade area.
The calculations provided by the applicant indicated 60.72% hard surfaces. Staff recalculated this figure to remove the façade area covered by doors, windows, and panels integral to the window which came to 70.95%. Both calculations are under the required 75% minimum threshold established by the City of Franklin Zoning Ordinance. The other visible facades meet the minimum threshold.

PROCEDURAL REQUIREMENTS:
1. The applicant shall upload the corrected plan to the online plan review website (<https://franklin.contractorsplanroom.com/secure/>). All revisions to the approved plans shall be “clouded.” With the resubmittal, each condition of approval/open issue in the online plan review system shall contain a full response from the applicant as to the satisfaction or completion of that condition.
2. Once the corrected site plan has been approved, one (1) full-size and one (1) half-size copy of the final approved landscape plans shall be submitted to the Department of Building and Neighborhood Services for future landscape inspection purposes.
3. Once the project has obtained Site Plan approval, the applicant will be notified by COF Engineering Department with instructions regarding the status of their digitally stamped construction plans.
4. The applicant shall upload complete building plans, including the approved, revised site plans, to the City's IDT site for Building and Neighborhood Services Department review and approval prior to the issuance of a building permit.
5. Prior to start of any excavation work, the developer and/or contractor shall notify AT&T and Comcast.
6. The city’s project identification number shall be included on all correspondence with any city department relative to this project.
