Purpose
The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with information concerning Resolution 2015-29, A Resolution to finalize the Design, Alignment and Funding associated with sidewalk construction along Murfreesboro Road (SR 96 East) Pinkerton Park to Mack Hatcher Parkway Project.
 
Background
As part of Resolution 2014-13, A Resolution to Adopt the Funding Plan for the FYI 2014-2018 CIP (Capital Investment Program) the Board approved $550,300 for a sidewalk project from Pinkerton Park to Mack Hatcher Parkway along Hwy 96 East.  On February 19, 2015 and March 4, 2015 public meetings were held to obtain feedback from affected residents and the general public.  The project was well supported with the majority of citizens in favor of the project.  Area residents requested consideration of the following items:
 
1)      Replace the sidewalk with a multi-use trail to accommodate pedestrians and bicycles.
2)      Add bike lanes to both sides of the roadway.
3)      Add streetscape elements to the project.
 
The cost associated with adding bike lanes and streetscape elements into the project would significantly increase the scope and cost associated with this project.  Staff does not support these requests due to the financial impact they would have on the project.
 
Staff presented the following options to the Capital Investment Committee (CIC) of the BOMA on April 23, 2015, to initiate dialog from the BOMA to discuss and set the final typical section and sidewalk alignment for the Hwy 96 East Sidewalk Project. Resolution 2015-29 is the result of the discussions of the options at the April 23rd CIC meeting.
 
Sidewalk Typical Section Options:
 
Option 1: Curb and gutter section with a 6' grass strip and a 5' sidewalk along the frontage of Hwy 96 East.  This would require the relocation of approximately 12 MTEMC utility poles and significantly complicate the project.  
 
Option 2: Curb and gutter section with a 6' grass strip and a 10' trail along the frontage of Hwy 96 East.  This would require the relocation of approximately 17 MTEMC utility poles and significantly increase the cost associated with this project.
 
Option 3: Construct an open ditch section with a 5' sidewalk along Hwy 96 East pushing the sidewalk north into private property.  This option would require additional right-of-way acquisition increasing the cost associated with the project and should avoid MTEMC utility relocations, but may require other utility relocations.
 
Option 4: Construct an open ditch section with a 10' sidewalk along Hwy 96 East pushing the sidewalk north into private property.  This option would significantly increase the cost associated with the project, require additional right-of-way acquisition and should avoid MTEMC utility relocations, but may require other utility relocations.
 
Alignment Options:
 
Alignment 1: The sidewalk would parallel Hwy 96 E along the frontage of Pinkerton Park as shown in Exhibit A
 
Alignment 2: The sidewalk would connect into Pinkerton Park and not parallel Hwy 96 E as shown in Exhibit A

Recommendation
Resolution 2015-29 is based on feedback and direction obtained at the April 23, 2015, CIC meeting and is the CIC's recommendation for the Sidewalk Typical Section and Alignment for the Hwy 96 East Sidewalk Project.
