Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of some of the City’s transportation projects.

 

Project Status

A.                     Mack Hatcher Parkway NW Extension

Key Dates: Design Start - August 14, 2007 (BOMA Approval); Re-Design Completion - January 2015; ROW Start - December 2009; ROW Completion - June 2012; Construction - Not Funded

Cost: Design - $3,502,501; ROW - $13,397,520 (Provided by TDOT); Construction - $58,700,000 (Provided by TDOT)

Status Update:  TDOT has agreed to build the full intersections at SR96, Hillsboro Road and Del Rio Pike as a part of the 2-lane Mack Hatcher Parkway construction.  On February 17, 2016, the Nashville Area Metropolitan Planning Organization (MPO) Executive Board approved the 2040 Regional Transportation Plan (RTP).  Being listed in this plan is the first step for transportation projects to receive federal funding.  The Mack Hatcher Parkway NW Extension is listed as one of the short term projects for funding.  Ultimately though, the decision to proceed with construction lies with TDOT.

 

B.                     Hillsboro Road Improvements Phase 2 (Independence Square to Mack Hatcher Pkwy)

Key Dates: Design Start - March 24, 2008 (BOMA Approval); Design Completion - March 2015; ROW Start - March 2013; ROW Completion - May 2015; Bid Date - January 2016; Construction Start - May 2016*; Construction Completion - August 2017*

Cost: Design - $1,324,221 (Design fees include the SR96-IndSq Project as well); ROW - $3,000,000; Construction - $11,995,005.13 ($1,750,000 Reimbursable through State and Federally Approved Funding; Includes AT&T and ATMOS Reimbursable items totaling $441,677.00)

Status Update:  Bid opening was held on January 22, 2016.  TDOT would not concur with the low bid, and deemed it non-responsive.  TDOT concurred with the 2nd lowest bidder, Eutaw Construction Company. BOMA approved the construction contract with Eutaw on March 8, 2016.  A preconstruction meeting was held on April 5th.   Construction is scheduled to strat around May 1st.  Also, a neighborhood meeting was held with the Hillsboro residents.   

 

C.                     Carothers Parkway South Extension

Key Dates: Design Start - July 10, 2007; Design Completion - March 2013; ROW Start - May 26, 2009; ROW Completion - March 2011; Bid Date - April 2013; Construction Start - September 1, 2013; Construction Completion - September 23, 2015 (Substantial Completion)

Cost: Design - $2,116,560; ROW - $500,000.00 (Estimated); CEI Services - $1,113,500 (Approved Contract); Construction - $13,292,567.42 (Approved Contract and COs)

Status Update:  Project was opened to traffic on September 23, 2015.  There are a few pavement related items that will not be addressed until April.

 

D.                     Century Court / Beasley Drive Connector

Key Dates: Design Start - May 8, 2007; Design Complete - March 2015*; ROW Start - March 2008; ROW Complete -March 2015; Bid Date - June 2015; Construction Start - November 2015; Construction Complete - July 2016*

Cost: Design - $27,526; ROW - $153,450; Construction - $399,250.97 (Bid Amount)

Status Update:  AT&T has completed their relocation.  The contractor has laid stone and some pavement.

                     

E.                     Hunter’s Bend Safe Routes to School

Status Update:  The designer has resubmitted final plans with requested corrections to TDOT for final approval.  Bidding for construction cannot occur without a Notice to Proceed from TDOT; the City is awaiting this notice.  As soon as this Notice to Proceed is issued by TDOT, we can proceed with bidding and construction.  Amendment No. 2 for a time extension was on the April 26TH BOMA agenda.

 

F.                     Multiuse Trail along Highway 96 West, Vintage Grove Lane to Freedom Middle School

Status Update:  The contractor has begun construction.

 

G.                     Sidewalk/Multi-use Trail along Murfreesboro Road (SR 96 East), Pinkerton Park to Mack Hatcher Parkway

Status Update:  On March 22, 2016, the BOMA approved Resolution 2016-17 to finalize the design and right-of-way acquisition of a 5-foot sidewalk with open ditch style drainage (e.g. Option 1).  Staff is currently editing the design plans in accordance with the approved resolution.

 

H.                     Franklin Road (Harpeth River Bridge to Harpeth Industrial Court)

ROW Acquisition- Not Funded; Construction - Not Funded

Status Update:  Water and Sanitary Sewer design contracts were approved by BOMA on October 13, 2015.   Design updates are still ongoing. 

 

I.                     3rd Avenue North Trail/Greenway Project (Bicentennial Park Phase 1)

Key Dates: Design Start - April 11, 2006; Design Completion - February 2013; ROW Start - October 9, 2007; ROW Completion - January 26, 2010; Bid Dates - July 8, 2015; Construction Start - September 21, 2015; Construction Completion - May 17, 2016 (240 Calendar Day Contract)

Cost: Design - $65,725.00 (This number does not include design cost from the Bicentennial Park Project); ROW - $226,500.00; Construction - $1,253,257.31 (Bid Amount)

Status Update:  Construction ongoing.  Contractor currently has until May 17th to complete the project.  There have been many weather impact days because of rain and the Harpeth River’s elevated flow level, which will require a time extension (for constructing the Harpeth River Overlook).  Engineering Staff will bring forward the time extension to the Board soon.  Estimated time extension could push the contract completion date to July 1st

 

J.                     East McEwen Drive Phase 4 Improvements

Status Update:  The Public Involvement Plan was presented at the BOMA Work Session on April 12, 2016.  The first public meeting to discuss the project is scheduled for Tuesday, May 17, 2016, from 6:30 p.m. to 8:30 p.m. at Rolling Hills Community Church’s Franklin campus, The Warehouse, at 1810 Columbia Avenue, Suite 100 in Franklin, TN.
