Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Ordinance 2018-42.

 

Background

The intersection of 2nd Ave. South and South Margin St. is currently configured with stop control on the 2nd Ave. South approach only.  The sight distance from 2nd Ave. South onto South Margin St. does not meet the minimum requirements as published in both the City of Franklin Transportation & Street Technical Standards and the American Association of State Highway and Transportation Officials’ A Policy on Geometric Design of highway and Streets (Green Book).

 

In the past five (5) years, there have been two (2) crashes at this intersection.  One (1) crash is associated with parking too close to the intersection, and the other accident may be associated with lack of sight distance.  Staff is proposing to prohibit parking, within the limits of the minimum required sight distance, and to obtain approval to implement the pavement marking and signage plan as shown on the attached exhibit. It should be noted that the two (2) business owners located at the intersection of South Margin St. and 2nd Ave. South wanted to see parking closer to the intersection.  The only way to accommodate this request would be to install stop signs on South Margin Street.

 

Financial Impact

The estimated cost is under $5,000.  This cost would be paid out of the Street Department’s annual budget.
