Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a proposal from OHM Advisers (OHM) to modify their existing Professional Services Agreement for the Bobby Drive Water Line Improvements Project.
Background
On May 12, 2015, the Board of Mayor and Aldermen approved a Professional Services Agreement with OHM for the preliminary engineering of the Bobby Drive Water Line Improvements Project at a cost of $55,313.00. This professional services agreement allows OHM to provide the City with a detailed plan to upgrade the existing water line along Bobby Drive.
City Staff met with representatives of the Williamson County Highway Department (WCHD) to discuss the requirements for Bobby Drive if the water line was installed within the roadway. The WCHD would require the City to mill and resurface Bobby Drive the entire length of the roadway; the water line currently terminates at the end of Bobby Drive. City Staff went back and walked Bobby Drive to see if the water line could be installed outside the pavement. This would require approximately 20 easements to be acquired by the City. The most cost effective solution in this case is to stay out of the roadway and obtain easements from the property owners to install the water line.
Financial Impact
The original Professional Services Agreement (COF Contract No. 2015-0075) with OHM was at a not-to-exceed cost of $55,313.00. Funding will be paid for out of the Water Management Departments approved water fund budget.
Amendment No. 1 to the Professional Services Agreement (COF Contract No. 2015-0075) with OHM is in the amount of $25,500.00. This creates a new not-to-exceed total contract cost of $80,813.00. All costs will be paid for out of the FY2015-2016 Water Operating Fund.
