Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Local Agency Project Agreement (LAPA) with the Tennessee Department of Transportation (TDOT) for the SR-96 (Murfreesboro Road) Traffic Signal Improvements.

 

Background

In September 2017, the City submitted an application to TDOT to request a Congestion Mitigation and Air Quality (CMAQ) grant for the SR-96 (Murfreesboro Road) Traffic Signal Improvements project.  In July 2018, TDOT notified the City that its application had been selected for funding through a 2017 CMAQ grant. 

 

The project generally includes:  the implementation of Automated Traffic Signal Performance Measures (ATSPMs), the deployment of Signal Phase and Timing (SPaT) hardware and broadcasts, the installation of Flashing Yellow Arrows (FYAs) where applicable, the replacement of traffic signal controllers with new Advanced Traffic Controllers (ATCs), the installation of improved vehicle detection, and the update of signal timings to account for the improvements to the 13 signalized intersections along Murfreesboro Road (SR-96), between  Eddy Lane and Arno Road.

 

Since the original grant award notification, City staff prepared and submitted the necessary documentation to allow TDOT to issue a LAPA to allow the project to move forward.  In late February 2019, TDOT sent the City a draft copy of the LAPA for this project.  Approval of the LAPA allows the City to move forward into the preliminary design phase of this project.

 

Financial Impact

The estimated project cost, at the time of grant submittal, was $1,550,000.00.  The grant award was for the full project cost, using federal CMAQ funds.  The traffic signal improvements proposed in the grant application are eligible for 100% funding through the CMAQ program. 

 

However, after the award of the grant, TDOT notified the City that this project would also require any deficient pedestrian facilities within the project limits to be brought into compliance with the Public Rights-of-Way Accessibility Guidelines (PROWAG).  While these required pedestrian facility improvements are reimbursable through the grant, 20% of the improvement costs would be the responsibility of the City.  The City was also informed that an increase in grant funding levels to cover the additional expenses is unlikely.

 

Engineering will work closely with Finance and Administration to determine the most appropriate and available source of funding for this project.  It should be noted that the initial design phase of the project is 100% reimbursable through the grant.

 

City stall will pursue future grant opportunities to help offset the cost of the additional PROWAG-related improvements.
