Purpose

The purpose of this memorandum is to provide a recommendation to the Capital Improvements Committee (CIC) for review fees for Transportation Impact Analysis (TIA).  The City of Franklin, TN desires to utilize on-call traffic engineering consultants to review TIAs (prepare TIAs on high-profile projects) associated with qualifying development proposals.  The fees are assessed on the developer and passed through the City of Franklin, TN for reimbursement to the on-call traffic engineering consultant.

 

Background

The Engineering Department is requesting approval to utilize on-call traffic engineering consultants for review of traffic impact analyses being submitted with development proposals.  This approach to review of TIAs provides an extension of City staff efforts and also facilitates coordinated reviews of multiple developments within a corridor.  The Engineering Department is working with BOMA to establish contracts with two such consultants, which would last for a period of three years.  Due to the cost of materials and labor and consultants’ fees, it is necessary to set fees for the City to be reimbursed for the costs of reviews of TIAs. 

 

Based on a trial run where BOMA directed staff to hire a consultant for the review of a TIA being submitted for the Ashcroft Ridge (renamed Ashcroft Valley) development, a reasonable fee for accomplishing the review process has been identified as $3,500.  For this sum the City will receive scope direction, technical analyses, a review report, and specific recommendations for inclusion into the staff report for applicable development proposals.  The fee also includes the consultants’ attendance at up to two meetings with the development team, and attendance at FMPC and BOMA meetings as necessary.

 

Financial Impact

No Financial Impact.  Cost associated with TIA’s shall be reimbursed to the City of Franklin.

 

Recommendation

Staff recommends approval of Ordinance 2015-65.
