Purpose
The purpose of this procurement is to purchase sewer main rehabilitation services for a term of award of one (1) year, with up to four (4) one-year options to extend, for the Wastewater-General Division of the Water Management Department. The term contract would be used to improve priority sewer mains as identified by the City on the City’s wastewater collection system.
Background
The City published on May 30, 2019 a Notice to Bidders in the Williamson Herald for sewer main rehabilitation term contract. In addition, bid documents were sent on or about the same date directly to three (3) potential bidders known or thought to be interested in this solicitation. Bids from seven (7) service providers were publicly opened at the bid opening held on July 9, 2019. Both a tabulation of the bids received for this solicitation and a tabulation of bid line-item pricing are attached.
Financial Impact
The apparent lowest, most responsive and responsible bid, from American Infrastructure Technologies Corporation of Hanceville, Alabama is in the total estimated annual amount of $384,475 for the specified estimated annual quantities of the specified sewer main rehabilitation services for a term of award of one (1) year, with up to four (4) one-year options to extend. This bid was identified because it is the lowest bid that meets or exceeds the City’s intention as expressed and implied by the City’s specifications as well as the instructions, terms and conditions pertaining to this procurement solicitation. The Water Management Department Wastewater-General Division budget for fiscal year 2020 allocates $450,000 out of the Wastewater Fund for sewer main rehabilitation services.

In accordance with the bid documents, the City reserves the right to reject any and all bids.

Staff recommends that the Board of Mayor and Aldermen approve Resolution No. 2019-127, a resolution to award the term contract for the sewer main rehabilitation for areas of the City of Franklin sewer collection system to American Infrastructure Technologies Corporation in the total estimated annual amount of $384,475 for the specified estimated annual quantities for a term of award of one (1) year, with up to four (4) one-year options to extend. The City’s Purchasing Manager believes the prepared solicitation documents as distributed allowed for competition among multiple service providers, and that the staff recommendation appears to be made in a fair and impartial manner based upon the proposals received. Pursuant to authority previously granted by the Board of Mayor and Aldermen, Contract No. 2018-0214 has been prepared for execution by the City Administrator and is attached pending approval by the Board of Mayor and Aldermen of the staff recommendation to approve Resolution No. 2019-127.
