Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Agreement 160125 (COF Contract No. 2016-0267) with the Tennessee Department of Transportation (TDOT) for the SR-96 West Multi-Use Trail Project, from 9TH Avenue North to Vera Valley Drive.

 

Background

On October 13, 2015, the BOMA approved Resolution 2015-78 to submit a grant application to TDOT for the 2016 Transportation Alternatives Program (TAP).  The project submitted for consideration was the SR-96 West Multi-Use Trail Project, from 9TH Avenue North to Vera Valley Drive.  On June 30, 2016, the City received notifications that its grant application was selected for funding, in the amount of $800,000, through the 2016 TAP.  It should be noted that, as a part of the fiscal years (FY) 2017-2026 Capital Investment Program (CIP) prioritization process, staff rated this project as a 2-star project, and it received 0 votes from the BOMA.

 

The intent of this project is to construct a twelve (12) foot multi-use trail, from 9TH Avenue North to Vera Valley Drive, a total distance of 1.09 miles.  Within the project limits, SR-96 West provides access to four (2) schools, two (2) churches, three (3) subdivisions, Jim Warrant Park, Fire Station 1, and several businesses.

 

Per the requirements of this grant program, the project must obtain construction authorization from TDOT by July 1, 2019 and be one hundred percent (100%) complete by July 1, 2021.  It is anticipated that Engineering/Design and Right-of-Way Acquisition will take two (2) to three (3) years.  If approved by the BOMA, City staff recommends the selection of a consultant to perform the National Environmental Protection Act (NEPA), Survey, and Design phases of this project.

 

In a meeting on August 16, 2016, TDOT staff responsible for the administration of the TAP highly encouraged the City to phase this project and seek additional funding through the 2017 TAP.  If successful in this request, the City would then work with TDOT, following preliminary design, to phase the project as directed by the BOMA.

 

Financial Impact

It is anticipated that the local portion of this project would be budgeted as a Capital Project.  If approved to proceed, the Engineering and Finance Departments will work closely with Administration to determine the best available and applicable source of funding.  The estimated cost breakdown, per the Draft FY 2017-2026 CIP document, is as follows:
