Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning an amendment to the Interlocal Agreement with Bi County Solid Waste Management for hauling and landfilling waste processed at the City-owned transfer station.

 

Background

On July 1 2012, the City of Franklin entered into an Interlocal Agreement for transport and disposal of solid waste from our City-owned transfer station to the Bi-County Landfill, located at 3212 Dover Road, in Woodlawn, Tennessee. Since that time, we have worked effectively with Bi County Solid Waste Management to manage the increased volume as well as challenges posed with the need to increase resources, inclement weather, and other operations issues. The partnership between Bi County Solid Waste Management and the City of Franklin’s Sanitation and Environmental Services Department remains strong and viable for the long-term future.

 

Amendment 1 to the existing Interlocal Agreement recognizes the extended transfer station operating hours, increases the volume Bi County shall manage to reflect at least 500 tons per work day, clarifies the contact information for the City of Franklin Risk Manager, and extends our agreement to reflect a total of thirty (30) years from the initial execution of the agreement in 2012.

 

This Interlocal Agreement is for review by both our Board of Mayor and Aldermen and the Bi County Board of Directors. 

 

Financial Impact

The financial terms of this agreement remain as defined in the initial agreement. Fees for each successive term will be adjusted Consumer Price Index (CPI) in comparison to the same index for July 2012.
