Purpose
The purpose of this memo is to provide information to the Franklin Municipal Planning Commission (FMPC) concerning a preliminary plat for a 12-lot subdivision at 3140 Garden Club Court.

Background/Staff Comments
This subdivision proposes to subdivide a 9.55 acre lot into 12 detached residential lots.  The zoning of the property, R2, could permit up to 18 detached residential lots.  Lot sizes range from 15,109 square feet to 31,737 square feet.  A cul-de-sac is extended into the property at a length that requires all houses to be sprinklered.  An incompatible lot size buffer is provided in the northeast corner of the development, but the majority of the property is surrounded by already developed and subdivided land.  This development creates two flag lots; flag lots can create issues for appropriate setbacks, privacy concerns, and contextual inconsistencies within developed neighborhoods.  The two flag lots created do have street frontage of at least 40 feet.  
 
Project Considerations
Project Considerations are not conditions of this approval, but are intended to highlight issues that should be considered in the overall site design or may be required when more detailed plans are submitted for review.  These items are not meant to be exhaustive and all City requirements and ordinances must be met with each plan submittal.  
 
Fees-in-lieu shall be requested for parkland dedication requirements.  Calculations should be based on 12 dwelling units at 1,200 square feet per unit totaling 14,400 square feet.  Fees shall be paid before recording final plat.

PROCEDURAL REQUIREMENTS:      
1.      The applicant shall upload the corrected plan to the online plan review website (https://franklin.contractorsplanroom.com/secure/) and submit one (1) complete and folded set and a .pdf file of corrected development plan to the Department of Building and Neighborhood Services (Suite 110, Franklin City Hall). All revisions to the approved plans shall be "clouded." With the resubmittal, each condition of approval/open issue in the online plan review system shall contain a full response from the applicant as to the satisfaction or completion of that condition.
2.      The city's project identification number shall be included on all correspondence with any city department relative to this project.
