Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of some of the City’s transportation projects.
Project Status
A. Mack Hatcher Parkway NW Extension
BOMA Priority Ranking: N/A (Highest Priority)
Key Dates: Design Start - August 14, 2007 (BOMA Approval); Re-Design Completion - January 2015; ROW Start - December 2009; ROW Completion - June 2012; Construction Start - Currently Not Funded; Construction Completion - Currently Not Funded
Cost: Design - $3,502,501; ROW - $13,397,520 (Provided by TDOT); Construction - $58,700,000 (Provided by TDOT)
Status Update: TDOT has agreed to build the full intersections at SR96, Hillsboro Road and Del Rio Pike as a part of the 2-lane Mack Hatcher Parkway construction. On Thursday, April 9TH, the City received notification from the TDOT Communications Office of projects on the Statewide Transportation Improvement Plan (STIP) for the 3-year period from 2016-2018, and this project was not included. On December 9TH, the Nashville Area Metropolitan Planning Organization (MPO) release its draft 2040 Regional Transportation Plan (RTP). Being listed in this plan is the first step for transportation projects to receive federal funding. The Mack Hatcher Parkway NW Extension is listed as one of the short term projects for funding. Ultimately though, the decision to proceed with construction lies with TDOT.
B. Hillsboro Road Improvements Phase 2 (Independence Square to Mack Hatcher Pkwy)

Cost: Design - $1,324,221 (Design fees include the SR96-IndSq Project as well); ROW - $3,000,000; Construction - $13,217,983.82 ($1,750,000 Reimbursable through State and Federal Approved Funding; Includes AT&T and ATMOS Reimbursable items totaling $590,470.60)
Status Update: FHWA obligated all funds for this project. TDOT gave the City the Notice to Proceed to construction on December 8th. The bid advertisement will be in the Tennessean on Sunday, December 13, 2015. Bid opening will be held on Wednesday, January 20, 2016 at 10:00am in the Boardroom. If TDOT concurs with this bid award in late January/early February, it will be taken to BOMA for award in February. Construction could start in the spring.
C. Carothers Parkway South Extension
BOMA Priority Ranking: #5
Key Dates: Design Start - July 10, 2007; Design Completion - March 2013; ROW Start - May 26, 2009; ROW Completion - March 2011; Bid Date - April 2013; Construction Start - September 1, 2013; Construction Completion - September 23, 2015 (Substantial Completion)
Cost: Design - $2,116,560; ROW - $500,000.00 (Estimated); CEI Services - $1,113,500 (Approved Contract); Construction - $13,292,567.42 (Approved Contract and COs)
Status Update: Project was opened to traffic on September 23, 2015. Crews continue to work on punch list items. There are a few pavement related items that will not be addressed until the spring.
D. Century Court / Beasley Drive Connector

Status Update: Contractor has built about 30 percent of the roadway. AT&T has still not completed relocation and wet weather has made progress difficult.
E. Hunter’s Bend Safe Routes to School

Status Update: The designer has resubmitted final plans with requested corrections to TDOT for final approval. Bidding for construction cannot occur without a Notice to Proceed from TDOT; the City is awaiting this notice. As soon as this Notice to Proceed is issued by TDOT, we can proceed with bidding and construction.
F. Multiuse Trail along Highway 96 West, Vintage Grove Lane to Freedom Middle School

Status Update: Construction bids were received and opened on July 8TH. Construction bids were received and opened on July 8TH. A resolution for approval of this contract with Civil Constructors, LLC was approved at the August 11, 2015 meeting. Contractor will start work in January 2016.
G. Multiuse Trail along Murfreesboro Road (SR 96 East), Pinkerton Park to Mack Hatcher Parkway

Cost: Total - Approximately $1,500,000
Status Update: City Staff has completed the design plans update to show a multi-use trail, as requested by the public and as directed by the BOMA. Easement acquisitions are expected to begin in early 2016. A public meeting for this project was held on January 27TH at City Hall.
H. Franklin Road (Harpeth River Bridge to Harpeth Industrial Court)

Status Update: Design updates are still ongoing. Water and Sanitary Sewer design contracts were approved by BOMA on October 13, 2015.
I. 3rd Avenue North Trail/Greenway Project (Bicentennial Park Phase 1)

Status Update: TDOT concurred with low bidder recommendation. The bid was awarded to Jones Bros Contractors, LLC on August 11, 2015. Contractor’s notice to proceed was issued for September 21st. Contractor currently has until May 17th to complete the project. Construction is ongoing. There have been many weather impact days because of rain, which may require a time extension. Engineering Staff will monitor and bring forward a time extension if necessary.
J. East McEwen Drive Phase 4 Improvements

K. Columbia Avenue (Mack Hatcher Parkway to Downs Boulevard)
Key Dates & Cost: TBD upon final approval of Local Agency Project Agreement between TDOT and the City of Franklin, and bringing the engineering consultant on board.
Cost: TBD (current total estimate is $21M)
Status Update: At their October 13TH regular meeting, the BOMA approved Resolution 2015-82 to authorize City staff to enter negotiations with Barge Waggoner Sumner & Cannon for preliminary design. The PSA and Scope of Services are on the January 2016 CIC agenda and should appear on the 1ST BOMA meeting in February 2016, with preliminary design to begin shortly thereafter.
