Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2015-42, a resolution awarding the FY2016 On-Call Annual Contract for Stormwater and Drainage Improvements (COF Contract No. 2015-0084) to Sessions Paving Company.

 

Background

The Streets Department utilizes several on-call contractors to construct improvements and repairs to City infrastructure.  As the title implies, the On-Call Annual Contract for Stormwater and Drainage Improvements is specifically used to construct improvements and repairs to City stormwater infrastructure.

 

Bids for the On-Call Annual Contract for Stormwater and Drainage Improvements were received and opened on June 30, 2015.  These bids contained unit prices, which generally include the labor, materials, and equipment, that are necessary for the construction of certain improvements and repairs to City infrastructure.  After an analysis of the competitive bid process, City Staff recommends awarding the On-Call Annual Contract for Stormwater and Drainage Improvements to the low bidder, Sessions Paving Company.

 

The initial contract term is one (1) year.  The City of Franklin may elect to extend the contracts for one (1) additional year, provided Sessions Paving Company agrees to the extension.  The contract can then be extended for a third and final year upon approved by the BOMA, provided Sessions Paving Company agrees to the extension.

 

Financial Impact

While the low bid by Sessions Paving Company is for a total amount of $229,481.00, this amount was simply used as a fair comparison point in a competitive bid process.  The actual amount of funding to be utilized by this contract will be based upon the annual funds programmed for the construction and maintenance of City infrastructure, which is a part of the Street Department’s budget.
