Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of some of the City’s stormwater projects.
Project Status
A. 100-Block Battle Avenue Drainage Improvements
Key Dates: Design Start - July 24, 2012 (BOMA Approved); Design Completion - January 2016*; Easement Acquisition Start - June 2016*; Easement Acquisition Completion - November 2016*; Bid Date - January 2017*; Construction Start - April 2017*; Construction Completion - August 2017*

Cost: Initial Study - $46,500.00; Final Design - $131,700.00 (Including Amendment 1 of $68,200.00); Construction Estimate- $1,200,000.00
Status Update: The BOMA approved moving forward with the project on December 9, 2014. Amendment No. 1 to the design contract (COF Contract No. 2013-0180) was approved at the April 28TH BOMA meeting. This amendment allows for completion of final design. Updated survey completed in July. Geotechnical explorations were completed at the end of September. The final design will continue into spring 2016. ROW Acquisition could begin in early summer 2016. Staff and the design consultant are currently evaluating design changes based upon the recent geotechnical data. The depth of bedrock could hamper the depth of the proposed detention pond.
B. Figuers Drive and 400-Block Battle Avenue Drainage Improvements
Key Dates: Design Start - November 26, 2013 (BOMA Approved); Design Completion for Preliminary Design- November 2014; Easement Acquisition Start - TBD; Easement Acquisition Completion - TBD; Bid Date - TBD; Construction Start - TBD; Construction Completion - TBD;
Cost: Initial Design - $82,000.00; Final Design - $125,200.00; Construction - TBD (engineering estimate)
Status Update: Final preliminary design is complete and was presented to the BOMA in March 2015. The final design PSA with our consultant, Neel-Schaffer, was approved by BOMA on August 26, 2015, for $125,200.00. Final Design survey was completed in November. Final design began in December, and will continue into the spring and summer of 2016.
C. Ralston Creek (Cheswicke Farms) Stream Restoration
Key Dates: Design Start - July 2013; Design Completion - December 2014; Bid Date - January 13, 2015; Construction Start - August 24, 2015; Construction Completion - October 23, 2015
Cost: Design - $57,050.00; Construction - $89,061.00 (bid amount)
Status Update: Construction is complete and the contractor recently finished installation of landscaping materials. A final change order should appear on an upcoming agenda.
