Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Ordinance 2014-34, An Ordinance to Appoint Deana Hood as City Judge for the City Court of Franklin, Tennessee.
 
Background
The City posted notice of its intent to appoint a City Judge and nineteen (19) applications were received. Out of the nineteen (19), nine (9) applicants were deemed to have met the minimum requirements from the job description and were interviewed by a panel that consisted of Shauna Billingsley, Chris Bridgewater, Lawrence Sullivan, David Prather, and Chris Clausi. It was determined that the top four (4) applicants, based on score, would be invited for a second interview.
 
On Tuesday, September 2, 2014, the top four (4) applicants were interviewed by Eric Stuckey, Shauna Billingsley, Lawrence Sullivan, and Shirley Harmon. The top four applicants were Deana Hood, Ernie Williams, Travis Hawkins, and Matt Roberts. The interviews were videotaped, and that video is available to you for your review.
 
At the conclusion of the second interview, it was unanimously decided and the scores confirmed that Deana Hood would be recommended by the interview panel to you to serve as the City Judge for a term of four (4) years.
 
Article X of the Charter provides that the term and compensation of the City Judge are to be provided by ordinance. Ordinance 2014-34 provides that Deana Hood will be appointed by the Board of Mayor and Aldermen to the position of City Judge for a term of four (4) years at a salary of $25,000.00 per year. She may be removed by the Board of Mayor and Aldermen for cause during that term.
 
Financial Impact
This position is budgeted for $25,000.00 per year.
