Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of some of the City’s transportation projects.
Project Status
A. Mack Hatcher Parkway NW Extension
BOMA Priority Ranking: N/A (Highest Priority)

Cost: Design - $3,502,501; ROW - $13,397,520 (Provided by TDOT); Construction - $58,700,000 (Provided by TDOT)
Status Update: TDOT has agreed to build the full intersections at SR96, Hillsboro Road and Del Rio Pike as a part of the 2-lane Mack Hatcher Parkway construction. On Thursday, April 9TH, the City received notification from the TDOT Communications Office of projects on the Statewide Transportation Improvement Plan (STIP) for the 3-year period from 2016-2018, and this project was not included. A field review of the construction plans was held at TDOT’s Region 3 offices in Nashville, TN on April 16TH. The designer is completing final plans comments, as requested by TDOT.
B. Hillsboro Road Improvements Phase 2 (Independence Square to Mack Hatcher Pkwy)

Status Update: ROW Acquisition was certified by TDOT. Condemnation proceedings have started for certain parcels. Construction Plans were reviewed by TDOT, and returned with comments. Revised plans will be submitted to TDOT in August for final approval and authorization to bid the project out.
C. Carothers Parkway South Extension

Status Update: Paving crews will begin final asphalt surface the week of August 17TH. The contractor continues other work in anticipation of the substantial completion date of September 15TH.
D. McEwen Drive at Wilson Pike Intersection Improvements Project

Status Update: Change Order No. 2 (FINAL) is on the August 2015 CIC meeting agenda. City crews will return to the site this fall to complete minor landscape restoration.
E. Century Court / Beasley Drive Connector

Status Update: Construction bids were received and opened on July 8TH. A resolution for approval of this contract with Jenco Construction was approved at the August 11, 2015 meeting. Middle Tennessee Electric is completed with their relocation, AT&T is in the process of relocating and Comcast will start relocation in the next 2 weeks. Construction will not start until sometime in September.
F. Hunter’s Bend Safe Routes to School

Status Update: Design plans have been submitted by TDOT. Designer has received comments from TDOT and will resubmit. Bidding for construction cannot occur without a Notice to Proceed from TDOT; the City is awaiting this notice. As soon as this Notice to Proceed is issued by TDOT, we can proceed with bidding and construction.
G. Multiuse Trail along Highway 96 West, Vintage Grove Lane to Freedom Middle School

A resolution for approval of this contract with Civil Constructors, LLC was approved at the August 11, 2015 meeting. Negotiations for easement are underway. Work will begin once the easement acquisition process is complete.
H. Sidewalk along Murfreesboro Road (SR 96 East), Pinkerton Park to Mack Hatcher Parkway

Status Update: The PSA for final design (COF Contract No. 2015-0052) was approved by the BOMA at their March 24TH meeting. Work has begun on the final design.
L. Columbia Avenue (Mack Hatcher Parkway to Downs Boulevard)
Key Dates & Cost: TBD upon final approval of Local Agency Project Agreement between TDOT and the City of Franklin
Cost: TBD (current total estimate is $21M)
Status Update: The Local Agency Project Agreement, which allows the City to manage the Columbia Avenue project, while still receiving federal and state funding, has been finalized. A resolution approving this agreement appeared on the July 14TH BOMA agenda. As soon as this agreement is finalized and signed, the City can move forward with Preliminary Engineering and Environmental. On July 8TH, the City received 16 proposals and letters of interest from engineering consultants. Staff have reviewed the 16 proposals and will begin interviewing the top 5 firms in September.
