Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a proposal from Wiser Consultants for construction administration and inspection services for the 3rd Avenue North Trail/Greenway Project.
Background
City staff worked over the last few years to start construction of the 3rd Ave North Project (both the Roadway and Trail phases). The Trail project currently has $630,000 in reimbursable Federal Funding ($787,500.00 total allocated funding with an 80% Fed/ 20% Local split) for the construction of a multi-use path system along the Harpeth River. The first phase (3rd Avenue North Extension Project) was completed in 2014 and generally included the roadway, bridge, lighting, utilities, landscaping and irrigation. The second phase (3rd Avenue North Trail/Greenway Project) includes the Harpeth River trail, selected park features, and additional landscaping and irrigation.
The 3rd Avenue North Trail/Greenway Project (Bicentennial Park Phase I) was recently bid out for a third time on July 8th, 2015. TDOT has concurred with the recommended construction bid award, so we are ready for construction. Wiser Consultants was selected by the City to perform the CEI services for both the Roadway and Trail projects back in 2012. At that time, only the Roadway CEI was authorized by the Board.

Financial Impact
The PSA (COF Contract No. 2014-0036) with Wiser Consultants for CEI services is in an amount not to exceed $226,759.03.
This projects is funded by Recovery Zone Bonds for 3rd Avenue North (totaled at $7.9 Million).
