Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning awarding construction contract COF 2015-0062 for the Water Treatment Plant Modifications Project to Judy Construction Company for the Base Bid amount of $14,018,000.00.

 

Background

On November 27, 2012, the BOMA approved COF Contract No 2012-0183, a professional services agreement for the Franklin Water Treatment Plant (WTP) Modifications Project (Project) with Smith Seckman Reid, Inc. (Consultant) to provide for the design of the WTP in order to upgrade aged equipment and processes to provide for the Environmental Protections Agency’s (EPA) enhanced treatment regulations.

 

On August 4, 2015, sealed bids for the construction of the Project (COF Contract No. 2015-0062) were received, opened and publicly read aloud. Three bids were received ranging from a low bid of $14,018,000.00 to a high bid of $14,930,000.00 (see attached certified bid tab) with the low bid being submitted by Judy Construction Company of Cynthiana, Kentucky. A review of the required Bidder Qualification Questionnaire for Judy Construction reflects that Judy Construction has the work experience and capabilities necessary to successfully deliver a project the size, scope and complexity of the Water Treatment Plant Modifications Project. Therefore, it is the recommendation of the Consultant with concurrence of City staff to enter into (award) the construction contract (COF Contract No. 2015-0062) to Judy Construction Company in the Total Base Bid amount of Fourteen Million Eighteen Thousand and No/100 Dollars ($14,018,000.00).

 

Financial Impact

The City has previously financed projects in the Water and Sewer fund in two Ways: 1) with bonds backed by revenue of the water management systems and the taxing power of the City, or 2) the State Revolving Fund program. In order to take advantage of alternate financing methods and to better diversify the City’s funding, revenue bonds are being considered for financing the Water Treatment Plant Modifications Project (COF Contract No. 2015-0062). A resolution is being presented to the BOMA’s Finance Committee on August 13, 2015, for approval of the full BOMA on August 25, 2015, for the funding ($14,018,000.00) needed by the City to complete the Project.
