Purpose
The purpose of this memorandum is to bring forward to the Board of Mayor and Aldermen (BOMA) a proposal from EG&G (a Division of CT Consultants, Inc.) to modify their existing Professional Services Agreement (COF Contract 2011-0060) for the Hillsboro Road Improvements Project, Phases 1 and 2.
 
Background
On April 26, 2011, the Board of Mayor and Aldermen approved a Professional Services Agreement (COF Contract 2011-0060) with EG&G for Engineering Design Services for the Streetscape, Street Lighting, and Electrical Distribution items on the Hillsboro Road Improvements Project, Phases 1 and 2.    
 
This Amendment #1 includes an additional fee of $33,500 for the following:
1.      The negotiated fee/hourly rates have increased since this contract was negotiated in 2011;
2.      Increased labor incurred due to stops and starts on the project, including project coordination with sub-consultants and other consultants;
3.      Additional coordination with utility companies for relocation of overhead utilities;
4.      Revisions to distribution plans due to new construction, connection/service changes made by property owners, easement negotiations, and Phase 1 construction coordination;
5.      Revisions to distribution plans to underground services to properties that were previously to remain overhead;
6.      Revisions to quantities and pay items due to above changes;
7.      Additional splitting of quantities for City vs. State funded areas.

Financial Impact
The original Professional Services Agreement (COF Contract No. 2011-0060) with EG&G was at a not-to-exceed cost of One Hundred Eighty-Nine Thousand Five Hundred Thirty and No/100 Dollars ($189,530.00).
 
Amendment No. 1 to the Professional Services Agreement (COF Contract No. 2011-0060) with EG&G is in the amount of Thirty-Three Thousand Five Hundred and No/100 dollars ($33,500.00).  This creates a new not-to-exceed total contract cost of Two Hundred Twenty-Three Thousand Thirty and No/100 dollars ($223,030.00).  All costs will be paid for out the Capital Improvement Budget for Hillsboro Road.  
 
Recommendation
After review of the Amendment No. 1 proposal, staff recommends approval.
