Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the selection of the Thermal Hydrolysis Process (THP) equipment for the Water Reclamation Facility (WRF) Modifications and Expansion Project.
 
Background
As part of the design process for the WRF Modifications and Expansion project, the City's consultant (CDM Smith) and staff recognized the needed to do a pre-selection of the THP equipment to be utilized in the WRF Modifications and Expansion Project. After seeking proposals for the equipment and evaluating the submitted proposal, CDM Smith and staff recommend the award of COF Contract No. 2015-0032 to Cambi, Inc. (see Resolution 2015-04 and the Letter of Intent; COF Contract No. 2015-0032 attached). The THP system supplier pre-selection evaluation is also attached for your information and review.
 
Financial Impact
The base selling price for the Cambi, Inc. THP equipment is Three Million Six Hundred Twelve Thousand Seven Hundred Thirty-Five and No/100 Dollars ($3,612,735.00). The general contractor for the WRF Modifications and Expansion Project will be responsible for the payment of this equipment as part of his construction contract. The City will pay the general contractor for the equipment and installation of the equipment through payments for the construction.
