Purpose
The purpose of this memo is to provide information to the Board of Mayor and Aldermen for consideration of an Agreement for Reimbursement of Cost for Sanitary Sewer and Water Distribution Improvements (COF Contract No 2014-0345) with Harpeth Associates LLC.
Information & Discussion
As part of the Harpeth Square Development the Developer has been required to construct certain off-site sanitary sewer improvements and water main improvements. The improvements that would qualify for a recovery agreement generally include the following:
Water Main Upgrades along 2nd Ave North
This project generally includes the design and installation of a new 10" water main along 2nd Ave North from Main Street to Bridge Street.
Sanitary Sewer Upgrades
This project generally includes the relocation of a sanitary sewer main that currently goes under a building located at 144 Bridge Street. In addition it will include design and right-of-way acquisition.
Financial Impact
The proposed development plan includes 2~4" water meters, 1~2" water meter and 1~1" water meter. It's important to note that the developer will receive a credit for any water meters that have already been purchased within the development area. Below is the estimated breakdown of the water access fees and sewer access fees associated with the development:

The estimated water access fees available for recapture within this development is $107,737 ($114,853-$7,116). The estimated construction cost for the water main upgrades along 2nd Ave North is $203,750. A recovery area has been identified as part of the agreement and is shown in Exhibit C.
The estimated sewer access fees available for recapture with this development would be $190,680 ($203,280-$12,600). The estimated construction cost of the sanitary sewer upgrades is $100,000.
Recommendation
Staff recommends approval of the Agreement for Reimbursement of Cost for Sanitary Sewer and Water Distribution Improvements (COF Contract No 2014-0345) with Harpeth Associates LLC.
