Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 1, for a time extension, to the agreement (COF Contract No. 2013-0022) (TDOT Contract No. 120296, PIN 118151.00) between the City of Franklin and the Tennessee Department of Transportation (TDOT) for the Hunters Bend Elementary Safe Routes to School Project.
 
Background
The Hunters Bend Elementary Safe Routes to School (SRTS) project consists of improvements to 2 walking tunnels near Hunters Bend Elementary School.  These improvements generally consist of: retaining wall construction, earthwork, lighting, emergency call box, and tunnel surround repairs.
The original Local Agency Project Agreement, which allows for the City to manage the Hunters Bend Elementary SRTS project, was approved by the BOMA on April 23, 2013.  The original completion date listed in that agreement is "Two (2) years from the fully executed date of this Agreement."  The "full executed date" was May 13, 2013.  Therefore, final completion date of the project was set at May 13, 2015.
 
Unfortunately, the design phase of this project took longer than originally anticipated.  We have also experienced some delay due to the TDOT review and approval process.  Therefore, staff contacted TDOT and requested a time extension.  If approved, this amendment would extend the project completion date to May 12, 2016.  Staff currently anticipates beginning construction of this project in Summer 2015, while school is out of session.  Construction is expected to take approximately 60 days.  
 
This amendment also revises the "General Requirements" section of the contract to more accurately reflect the project responsibilities of the City of Franklin and the Project as a whole.  These changes do not result in any change in project cost.
 
Financial Impact
No Financial Impact.  The contract amendment will grant a time extension of 1-year and accurately reflect project responsibilities.
