Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a proposed contract for professional engineering services with Barge Waggoner Sumner & Cannon, Inc., for evaluating improvements at the intersection of Aspen Grove Drive and Seaboard Lane.

 

Background

The intersection at Aspen Grove Drive and Seaboard Lane is currently un-signalized and operates as an all -way stop control intersection. This intersection currently experiences significant delay and queueing along southbound and westbound approaches. This intersection provides access to two apartment complexes - Wyndchase and Park Side apartments. Also, majority of the traffic passing through this intersection is coming from/to Cool Springs interchange at I-65 and accessing the industrial complexes along Seaboard Lane. The current intersection control (i.e., all way stop control) is not able to handle traffic at this intersection and safety of traffic is being compromised. The Aspen Grove Intersection project will evaluate improvements at this intersection for  three options (signalization, modern roundabout, mini-roundabout) and come up with conceptual designs and probable costs for each.

 

Data

 

BWSC will conduct a Topographic survey to collect right-of-way, utilities, and to identify the adjacent property owners. Also, traffic counts (turning movement counts and tube counts) will be conducted at this intersection. Future year volumes will be calculated using growth rates and considering the future development in the area. Capacity Analysis will be performed both for existing conditions and for future traffic conditions.

 

The 2015-16 TOC Operations budget has $101,506 that is not allocated to a specific project, which could be used for the subject project for tasks 1 through 3 (Survey, Analysis and Design).  This project will provide conceptual design and probable costs for two options. The costs for performing these three tasks is $74,000.00. City of Franklin might consider tasks 4 and 5 (Bidding Assistance, Construction Administration) in the future, IF this project were to go into the construction phase. 

 

Financial Impact

The 2015-16 TOC Operations budget has $101,506 that is not allocated to a specific project, which could be used for improving safety at Aspen Grove Drive and Seaboard Lane intersection. The fee plus expenses proposal for $74,000.00 (for tasks 1 through 3), fits well within this budget.

 

Recommendation

City staff recommend approval of COF 2015-0196 in the amount of $74,000.00.
