Purpose
The purpose of this memo is to update the City of Franklin Board of Mayor and Aldermen (BOMA) on the current status of some of the City's water and sewer projects.
Project Status
A. 11th Avenue Improvements
Key Dates: Design Start - January 22, 2013; Design Completion - July 2013; Easement Acquisition Start - November 2013; Easement Acquisition Completion - January 2014; Bid Date: November 25, 2013; Construction Start - May 2014; Construction Completion - November 2014
Cost: Design - $47,232.00; Construction - $679,558.00
Funding Source: Design - Water and Sewer Operating; Construction - Water & Sewer Fund
Status Update: All major work is complete (water, sewer, sidewalks and paving). There will be some of the sidewalks that will need to be replaced now that the paving is complete. Staff met with the contractor onsite on January 28, 2015 to discuss.
B. Spencer Creek Basin - South Prong Interceptor Upgrade
Key Dates: Design Start - April 23, 2013; Design Completion - June 2015; Bid Date: Not Funded; Construction Start - Not Funded; Construction Completion - Not Funded
Cost: Design - $337,000.00; Easement - Not Funded; Construction - Not Funded
Funding Source: Design - Sewer Fund; Easements - TBD; Construction - TBD
Status Update: The final Technical Memorandum was submitted on May 15, 2014. Design plans are currently in the works but the project will not be constructed until the monies are available from the WMD budget.
C. Charlton Green Sanitary Sewer Improvements
Key Dates: Design Start - November 12, 2013; Design Completion - March 2014; Bid Date: April 7, 2014; Construction Start - December 1, 2014; Construction Completion - March 2015
Cost: Design - $19,895.00; Easement - $3,500.00; Construction -$430,000.00
Funding Source: Design -Sewer Operating; Construction - Sewer Fund
Status Update: The contractor has installed most of the sanitary sewer line in Watercress Drive, has installed the new line in Tarragon Court and has started on the new line in Basil Court.
D. Spencer Creek at Franklin Road Sewer
Key Dates: Design Start - March 11, 2014; Design Completion - June 2015; Easement Acquisition Start - April 2015; Easement Acquisition Completion - June 2015; Bid Date: August 2015; Construction Start - October 2015; Construction Completion - May 2016
Cost: Design - $40,000.00; Easement - TBD; Construction - TBD
Funding Source: Design - Sewer Fund
Status Update: The TDOT permit to cross Franklin Road has been approved. CSX received the permit request on February 20, 2015 and will take between 60 and 90 days to go through the approval process. City Staff and the consultant have met and agreed on the alignment. Easement documents are being drafted.
E. Curd Branch and Watson Branch Interceptor Sewer
Key Dates: Design Start - February 25, 2014; Design Completion - March 2015; Easement Acquisition Start - February 2015; Easement Acquisition Completion - June 2015; Bid Date: August 2015; Construction Start - September 2015; Construction Completion - August 2016
Cost: Design - $115,000.00; Easement - TBD; Construction - TBD
Funding Source: Design - Sewer Fund
Status Update: City staff and the engineer met on October 9, 2014 to discuss the 90% plans. The engineer is finalizing the plans for submittal to TDEC. Easement acquisition will begin once the appraisals have been completed.
F. Fieldstone Farms Pump Station No. 1 Rehabilitation
Key Dates: Design Start - January 14, 2014; Design Completion - November 2014; Bid Date: December 11, 2014; Construction Start - April 2015; Construction Completion - April 2016
Cost: Design - $226,848.00; Construction - $1,592,000.00
Funding Source: Design - Sewer Fund
Status Update: The bids were approved at the February 5, 2015 CIC meeting and presented to the BOMA at their February 24, 2015 meeting.
G. Sanitary Sewer System Model and Capacity Assurance Tool - Phase 1
Key Dates: Design Start - March 11, 2014; Design Completion - March 2015
Cost: Design - $182,000.00
Funding Source: Design - Sewer Fund
Status Update: The engineer is still on schedule to finish the project in March 2015. City Staff and the consultant are going to meet next week for a workshop meeting on the capacity tool.
I. Goose Creek Sanitary Sewer Extension Project from West of I65 to the East Side of I65
Key Dates: Design Start - September 9, 2014; Design Completion - April 2015; Easement Acquisition Start - May 2015; Easement Acquisition Completion - August 2015; Bid Date: October 2015; Construction Start - November 2015; Construction Completion - June 2016
Cost: Design - $120,725.00; Easement - TBD; Construction - TBD
Funding Source: Design, Easement, Construction - Sewer Fund & HPT TA Properties Trust
Status Update: City staff and the engineer met on February 13, 2015 to discuss alignment of the sewer line and other design issues.
