Discussion Concerning a Future Sidewalk Gap on Hillsboro Road

Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a future sidewalk gap on Hillsboro Road.

 

Background

The Phase 2 Hillsboro Road Improvements Project construction contract was awarded to Eutaw Construction Company, Inc. on March 8, 2016, in the amount of $11,995,005.13.  The current contract completion date is November 22, 2017.  When completed there will be a 1,100 LF sidewalk gap (see attached exhibit) on the east side of Hillsboro Road.  This “gap” is a result of coordination between the Mack Hatcher Project and Hillsboro Road Project.  The two projects will ultimately connect about 620LF north of Claude Yates Drive.  Some residents along the corridor have been asking the city to install a temporary sidewalk until Mack Hatcher fills in the sidewalk gaps.  The estimated cost associated with the additional work is between $100,000 - $125,000.  It should be noted that 100% of this temporary sidewalk would be removed and relocated as part of the Mack Hatcher Project.  Currently the city and state are working toward a February bidding date for the Mack Hatcher Project. We hope to see construction start in the spring / early summer of 2018.  Once construction starts the contractor will determine how to phase the project and may remove the temporary sidewalk at any time during construction of the Mack Hatcher Project 

 

Financial Impact

The cost to install a temporary sidewalk is estimated to cost between $100,000 - $125,000.  It is estimated that the temporary sidewalk would be in service for less than two years (specific timing will be determined later as the project schedule is set).  It is unlikely that this cost could be absorbed in the existing contingency fund associated within the Hillsboro Road Improvements Project.
