Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of some of the City's street projects.
 
Projects Status
A.      Mack Hatcher Parkway NW Extension
BOMA Priority Ranking: N/A (Highest Priority)
Key Dates: Design Start - August 14, 2007 (BOMA Approval); Re-Design Completion - January 2015; ROW Start - December 2009; ROW Completion - June 2012; Construction Start - Currently Not Funded; Construction Completion - Currently Not Funded
Cost: Design - $3,502,501; ROW - $13,397,520 (Provided by TDOT); Construction - $58,700,000 (Provided by TDOT)
Status Update:  TDOT has agreed to build the full intersections at SR96, Hillsboro Road and Del Rio Pike as a part of the 2-lane Mack Hatcher Parkway construction.  The designer is completing final plans comments, as requested by TDOT.  A field review of the construction plans was held at TDOT's Region 3 offices in Nashville, TN on April 16TH.  On Thursday, April 9TH, the City received notification from the TDOT Communications Office of projects on the Statewide Transportation Improvement Plan (STIP) for the 3-year period from 2016-2018, and this project was not included.
 
B.      Hillsboro Road Improvements Phase 2 (Independence Square to Mack Hatcher Pkwy)

Cost: Design - $1,324,221 (Design fees include the SR96-IndSq Project as well); ROW - $3,000,000; Construction - $13,217,983.82 ($1,750,000 Reimbursable through State and Federal Approved Funding; Includes AT&T and ATMOS Reimbursable items totaling $590,470.60)
Status Update:  ROW Acquisition is nearly complete.  Waiting on condemnation proceedings court dates.  Construction Plans are complete and submitted to TDOT for review and approval.  Will hopefully have TDOT concurrence to bid the project in June/July.    
 
C.      Carothers Parkway South Extension

Cost: Design - $2,116,560; ROW - $500,000.00 (Estimated); CEI Services - $1,113,500 (Approved Contract); Construction - $13,292,567.42 (Approved Contract and COs)
Status Update:  The contractor has completed the concrete pour for the bridge deck.  As soon as the concrete reaches full strength, which will be confirmed with standard testing, crews will return to complete remaining bridge work, such as sidewalk and parapets.  Crews have begun pouring roadway lighting foundations.  Work continues on the sidewalk, along the north side of the Harpeth River.
 
D.      McEwen Drive at Wilson Pike Intersection Improvements Project

Status Update:  Punch list items are complete.  The final change order for this project will appear on an upcoming agenda.  Because this project was finished during the winter months, a landscaping contractor will need to return in the Spring to complete the restoration of yards.
 
E.      Century Court / Beasley Drive Connector

Status Update:  Utilities have begun relocations.  City staff anticipates bidding this project in late Spring 2015.

Status Update:  Design plans have been approved by TDOT.  Bidding for construction cannot occur without a Notice to Proceed from TDOT; the City is awaiting this notice.  Construction is expected to begin in late spring.  
 
G.      Multiuse Trail along Highway 96 West, Vintage Grove Lane to Freedom Middle School

Status Update:  Final design of this project is complete and was performed in-house by Paul Holzen, the Engineering Director.  Negotiations for easement acquisitions have begun.

Status Update:  TDOT has given a verbal approval on the current design.  A second public meeting was held on March 4, 2015, and a discussion about the results of that public meeting was held at the April 23RD CIC meeting.  The main takeaway from the latest public meeting was a general request to provide a multi-use trail, rather than a sidewalk, along SR-96.  At the May 12TH BOMA Work Session staff was directed to pursue the design of this project as a multi-use trail.
 
I.      Franklin Road (Harpeth River Bridge to Harpeth Industrial Court)

Status Update:  Final Design PSA was approved by BOMA on October 14, 2014.  The survey update is complete.  Design updates have started.

Status Update: The project has been bid twice now.  TDOT would not concur with the second bid because of subcontractor issues.  Project will be re-bid again in June, pending TDOT approvals.
 
K.      East McEwen Drive Phase 4 Improvements

Status Update:  The PSA for final design (COF Contract No. 2015-0052) was approved by the BOMA at their March 24TH meeting.  Updates to the original survey have begun.
 
L.      Columbia Avenue (Mack Hatcher Parkway to Downs Boulevard)
Key Dates & Cost: To Be Determined upon final approval of Local Agency Project Agreement between TDOT and the City of Franklin
Cost: To Be Determined upon
Status Update:  The Local Agency Project Agreement, which allows the City to manage the Columbia Avenue project, while still receiving federal and state funding, is in negotiations between TDOT and the City.  As soon as this agreement is finalized and signed, the City can move forward with Preliminary Engineering and Environmental.
