Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) to consider the re-classification of three (3) part-time Sanitation and Environmental Services (SES) Workers to one (1) full-time SES Worker in the current budget.
 
Background
In July 2010, as part of the FY2011 budget, we added five (5) part-time Solid Waste Drivers to our Collection Division team. The Solid Waste Drivers were re-named SES Workers as a result of the departmental name change and the most recent pay study.
 
Since this time, we have seen a positive change in the economy and we have changed our residential collection schedule to a four (4) 10-hour workday, instead of the five (5) 8-hour workdays in 2010. The part-time positions in our department work throughout the year, approximately 28 hours per week.
The change in the economy has created a more favorable environment for people seeking full-time employment. The three (3) Worker positions we are asking to re-classify are currently vacant. The change in our regular work schedule, to longer shifts, has created an operational challenge for accommodating part-time work hours.
 
Financial Impact
Approving the recommendation to re-classify three (3) part-time Workers to one (1) full-time Worker decreases the SES personnel budget, in the Collection Division, by approximately $16,500. This amount is calculated based on the average hours worked per week by part-time team members, in comparison to the minimum pay for one (1) full-time Worker, with benefits.
