Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of some of the City’s capital projects.

 

Transportation

A.                     Mack Hatcher Parkway NW Extension

Key Dates: Design Start - August 14, 2007 (BOMA Approval); Re-Design Completion - October 2017; ROW Start - December 2009; ROW Completion - December 2017; Construction Bid Date - February 2018

Cost: Design - $3,502,501; ROW - $13,397,520 (Provided by TDOT); Construction - $58,700,000 (Provided by TDOT)

Status Update:  On May 9, 2017, TDOT released its annual 3-year (FY 2018-2020) transportation program.  The construction of Mack Hatcher Parkway, from Highway 96 West (SR-96) to Hillsboro Road (SR-106) is included in the list of projects.  It is programmed to receive funding in FY 2018.  City and TDOT staff working toward a February letting date.

 

B.                     Hillsboro Road Improvements Phase 2 (Independence Square to Mack Hatcher Pkwy)

Key Dates: Design Start - March 24, 2008 (BOMA Approval); Design Completion - March 2015; ROW Start - March 2013; ROW Completion - May 2015; Bid Date - January 2016; Construction Start - April 18, 2016; Original Construction Completion - June 21, 2017 (430 calendar days); Current Construction Completion - November 22, 2017 (CO#1 Additional 154 Calendar Days; 584 Calendar Days based upon delays and utility conflicts)

Cost: Design - $1,324,221 (Design fees include the SR96-IndSq Project as well); ROW - $3,000,000; Construction Bid - $11,995,005.13 ($1,750,000 Reimbursable through State and Federally Approved Funding; Includes AT&T and ATMOS Reimbursable items totaling $441,677.00); Current Construction - $12,049,584.48 (CO#1)

Status Update:  There have been numerous utility conflicts throughout the project.  Change Order No. 1 was approved for a 154-day contract extension, based upon utility conflicts.  The City worked with the contractor to incorporate the MHP NW improvements along Hillsboro Rd into the Hillsboro Road Project, so residents aren’t inconvenienced twice with construction.  The project was expected to be substantially complete and fully open to traffic by the contract by the end of November.  Because of contractor delays, substantial completion may now be in December.   Final project completion (asphalt topping and punch list items) should be in Spring 2018. 

                     

C.                     Hunters Bend Elementary Safe Routes to School

Cost: Design/Inspection - $157,955; Construction - $673,076

Status Update:  The pre-construction meeting was held on April 20, 2017.  A Notice to Proceed, with an effective date of April 24, 2017 was issued.  Construction was originally scheduled to be complete by July 24, 2017.  The contractor continues working toward completion of this project.  A change order to add additional retaining walls was approved by the BOMA on November 14th.  The contractual completion date of the contract is now January 31, 2018.

 

D.                     Sidewalk/Multi-use Trail along Murfreesboro Road (SR 96 East), Pinkerton Park to Mack Hatcher Parkway

Key Dates: Design Start- June 2014; Design Complete - June 2017;

ROW Acquisition - August 2017; Construction - January 2018* (with final stabilization in Spring 2018)

Cost: Total - $1,511,299.81

Status Update:  Crews are working to complete as much of the project as possible prior to the end of the calendar year.

 

E.                     Franklin Road Streetscape (Harpeth River Bridge to Harpeth Industrial Court)

Status Update:  Design updates are still ongoing.  Final water and sanitary sewer plans are complete.  Final Right-of-Way and easement documents will be finalized in December of 2017. Right-of-Way Acquisition will begin in early 2018.  Staff is working on a PSA for acquisition services.

 

F.                     East McEwen Drive Phase 4 Improvements

Cost: Design - $1,210,000 (Preliminary - $497,000; Final - $713,000); NEPA - $125,018

Status Update:  A PSA (COF Contract No. 2017-0125) for the Environmental Phase was executed on June 13, 2017, with Civil & Environmental Consultants, Inc.  The original schedule anticipated an approximate timeframe of 1-year for completion of the phase.  All technical studies should be completed by the end of November.  The final environmental document will be submitted to TDOT and FHWA for review in late-January 2018.  Upon approval of the final environmental document, which is expected to take approximately 2 or 3 weeks, final design, to TDOT specification, can begin.

 

G.                     Columbia Avenue (Mack Hatcher Parkway to Downs Boulevard)

Key Dates: Preliminary Design/Environmental Start - March 2016; Preliminary Design/Environmental Completion - Novmeber 2017;

Final Design Start - 2018*; ROW Acquisition Start - 2019*; Construction Start - 2021*

Cost: Preliminary Design/Environmental - $1,070,450.00; Final Design - $1,000,000.00*; ROW - $4,000,000.00*; Construction - $15,000,000.00*. Currently funded by 80% Federal/20% State/0% Local. Total project estimate is $21MM.

Status Update:  The BOMA has selected the five-lane access management option.  Staff is working on finalizing utilities and pedestrian improvements to present to the Board. 

 

H.                     Design of East McEwen/Cool Springs Blvd. Intersection (Roundabout) Improvements

Stormwater

A.                     100-Block Battle Avenue Drainage Improvements

Status Update:  The BOMA approved Resolution 2016-94 on January 10, 2017, authorizing the project to move forward into the ROW Acquisition and Construction Phases.  Construction plans are nearing completion.  Title searches and appraisals for easement acquisition have begun. 

 

B.                     Jordan Branch of Spencer Creek (Cool Springs East) Stream Restoration

Status Update:    The HOA for Cool Springs East has submitted a letter of support for the current design concept.  Resolution 2017-19 to approve the preliminary design and authorize staff to proceed with ROW acquisition, final design, and construction was approved by the BOMA at their July 11th meeting.

 

C.                     Ralston Creek (Liberty Hills) Stream Restoration

Key Dates: Feasibility Study Start - November 19, 2015 (BOMA Approved); Feasibility Study Completion - April 2017*; Design Start - September 2017; Design End - February 2017; ROW/Easement Acquisition - TBD; Construction - TBD

Cost: Design - $68,700.00

Status Update:  Feasibility Study Complete.  Consultant working on a stream bank stabilization project and updating the model to determine exact floodplain to present at a public meeting.  A public meeting will be scheduled for January 2018 to determine how to proceed with the project and provide an overview of the feasibility study. 

 

D.                     Harpeth River Bank Stabilization at the Water Reclamation Facility

Key Dates: Design Start - August 11, 2015 (BOMA Approved); Design Completion - April 2017*; ROW/Easement - N/A; Construction - TBD

Cost: Design - $74,000.00; ROW/Easement - N/A; Construction - 311,782.21

Status Update:  Bids were received and opened on Monday, June 26TH.  Resolution 2017-59 to award the construction contract was approved by the BOMA on August 8th.  Work is continuing on this project.

 

E.                     Carnton Lane Culvert Replacement

Status Update: Final construction plans are complete.  Project will be advertised for construction in December, with construction to begin in early 2018,

 

F.                     Watson Branch Culvert Rehabilitation

Key Dates: Design Start - November 22, 2016 (BOMA Approval); Design Completion - October 2017; ROW/Easement Start - November 2017; ROW/Easement End - March 2018; Construction Start - April 2018; Construction End - July 2018;

Cost: Design - $30,640.00; ROW/Easement - TBD; Construction - TBD

Status Update: Preliminary plans are complete. ARAP and CGP permits were approved by TDEC and received June 5, 2017. A permit to access TDOT right of way on Mack Hatcher was received June 13, 2017. Temporary construction easements and PU&DE easement documents are prepared and waiting to be approved.  Staff is working on ROW Acquisition.

 

Parks

A.                     Southeast Municipal Complex Master Planning

Cost: Design - $396,046.00

Status Update: PSA was executed on June 13, 2017, to BWSC for $396,046.00. Geotechnical investigation is completed. Traffic Analysis and ESA Permit are completed. Placement and footprint of new wastewater plant is being analyzed. A core group meeting was conducted on August 31 and input was received from all parties represented. Mass grading conceptual plan for plant site and access points of property are being analyzed for most feasible route.

 

B.                     Southeast Municipal Complex (Lockwood Parcel) Construction Documents

Key Dates: Design Start - July 2017; Design Completion - TBD;

Cost: Design - $310,158.00; Purchase of property - TBD; Construction - TBD;

Status Update: A PSA was executed on June 13, 2017, to BWSC for $310,158.00. Boundary survey of tract is completed.  The Topographic survey is almost finished. Robinson Lake hydrographic survey and the preliminary dam analysis are completed.  A more in-depth conceptual plan for the dam is underway.  No additional site design work is proceeding until we determine if this City is going to proceed with the purchase of the property.

 

Water & Sewer

A.                     Goose Creek Inn Sewer Project

Key Dates: Design Start - April 11, 2017 (BOMA Approved); Design Completion - July 2017; ROW/Easement/Contracts Signed by landowners - July 2017; Construction - TBD

Cost: Design - $50,020.00; ROW/Easement/Contracts - TBD; Construction - est. $570,000.00

Status Update: Construction plans are complete, and the approved ARAP and General Construction Permit have been received from TDEC. Legal contracts have been signed by the three landowners. Project was bid on August 29, 2017 and the apparent low bid for construction was Civil Constructors, LLC., for $580,387.60. The new estimated project cost (including engineering, survey, permit, construction, management) is $685,407.60.  Letters to accept the bid were sent to the three landowners on August 31, 2017.  We are waiting on their response to continue and will issue a Notice to Proceed.

 

B.                     Henpeck Lane Sanitary Sewer Project

Status Update: Construction plans are 60% complete.  A public meeting is scheduled for December 5, 2017 at 6:00 PM.  Permitting will take 180 days and will parallel ROW acquisition.
