Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Local Agency Project Agreement (LAPA) with the Tennessee Department of Transportation (TDOT) for the Interchange Lighting of I-65 at Goose Creek Bypass.
Background
In Summer 2016, TDOT completed the I-65 Phase 2 Widening project, which included re-construction of the interchange at Goose Creek Bypass (SR-248)/Peytonsville Road. Unfortunately, the project only included minimal lighting at the signalized intersections in the project. Therefore, this area is very dark at night. With the intense development in the area, staff proposed an interchange lighting project for this area in the fiscal year (FY) 2017-2026 Capital Investment Program (CIP).
On October 25, 2016, the BOMA approved Resolution 2016-69, which adopted the Phase 1 project list for the FY 2017-2026 CIP. The Goose Creek Interchange Lighting project was included in this approved list. Staff anticipated utilizing the TDOT Interchange Lighting Program (ILP) to fund 50% of the project costs. At the time, the City’s final cost was estimated to be $435,000.
After the approval of Resolution 2016-69 on October 25, 2016, staff asked to TDOT to participate in the ILP. TDOT has agreed to allow the City of Franklin to participate in the ILP for the Goose Creek Bypass interchange. This allows the costs for this lighting project to be split evenly between TDOT and the City of Franklin. Under the ILP, this project will be fully managed by TDOT, with the City of Franklin simply paying its share of the costs.
To participate in the Interchange Lighting Program (ILP), the BOMA must approve a LAPA with TDOT to initiate the project. This agreement contains an total estimated project cost of $642,607.00, which will be split evenly between TDOT and the City. Therefore, the City’s estimated cost for this project is $321,303.50. It is important to note that this is only a preliminary estimate. The City will be responsible for paying 50% of the actual project costs.
Financial Impact
The Goose Creek Interchange Lighting project was approved, as a part of the FY 2017-2016 CIP Phase 1 project list, by the BOMA in October 2016. At the time, the total estimated project cost was $870,000.00, with the ultimate City financial responsibility being $435,000. TDOT’s project estimate, as contained in this agreement, is significantly less at $642,607.00. This would result in a cost of $321,303.50 to the City. These project costs would be paid from the Capital Fund.
