Purpose
The purpose of this memorandum is to forward information to the Board of Mayor and Aldermen (BOMA) that approval on behalf of BOMA was given by the City Administrator to enter into a contract with National Barn Company for a thirty (30 foot wide by fifty (50) foot deep pole barn structure to be used as storage facility for the current fire apparatus in use at the site located at the Williamson County Agricultural Complex. $ 24,269.00  
 
Background
On January 27th the BOMA approved a lease agreement (2015-0003) between the City of Franklin and Williamson County for the construction and operation of a temporary fire hall (Station 7) on the Williamson County Agricultural Complex. Due to a tragic accident on the morning of August 5, 2014 a gasoline tanker hit the existing bridge abutment and caught fire causing structural damage that it required the removal of the older Peytonsville Rd Bridge and newer bridge that had just been completed. Realizing the need for public safety services in this area, the City Administrator and Fire Department began immediate discussions with our County partners about medical, law enforcement and fire protection needs for the affected area.  
 
An area on the County Complex located on the far southern end of the property was determined to be a suitable spot to build a temporary facility. The site is a small piece of flat ground that will accommodate a pole barn that measures fifty (50) feet in length by thirty (30) feet in width. The interior of the facility will be insulated with a foil type material on both the walls and ceiling system with a gravel bed acting as the parking pad for the vehicle. There will be a large single residential grade door that will accommodate one fire apparatus vehicle. Two personnel doors will be installed for easy egress and exit from the facility as the need fits. The barn will also have interior lights and will be heated by a propane ceiling mounted heater. The barn is also being set up with a carbon monoxide detection system and additional 110 plugs to fit the staff needs. The exterior of the facility will match the color and scheme of the current agricultural center but will be built out of a standard metal type siding used on these type of facilities.
 
Financial Impact
The Board has approved and allocated $150,000 of Facilities Tax funds to support the development of temporary Fire Station 7.  The cost of the pole barn to house the apparatus will costs approximately $24,269.00. This unit once constructed then vacated will remain as the property of the Williamson County Agricultural Center.  
 
 
Recommendation
The City Administrator has granted approval of funding of approximately $24,269.00 for the procurement of a manufactured home to shelter staff for the purpose of maintaining a fire station in the Goose Creek area until a permanent facility can be constructed.
