body
Purpose
The purpose of this memorandum is to forward information to the Board of Mayor and Aldermen (BOMA) that approval on behalf of BOMA was given by the City Administrator to enter into a contract with Dinkins Mobile Homes, Inc. for a twenty four (24) by forty (40) foot mobile home to be used as living quarters at the temporary site located at the Williamson County Agricultural Complex. $ 61,200.00

Background
On January 27th the BOMA approved a lease agreement (2015-0003) between the City of Franklin and Williamson County for the construction and operation of a temporary fire hall (Station 7) on the Williamson County Agricultural Complex. Due to a tragic accident on the morning of August 5, 2014 a gasoline tanker hit the existing bridge abutment and caught fire causing structural damage that it required the removal of the older Peytonsville Rd Bridge and newer bridge that had just been completed. Realizing the need for public safety services in this area, the City Administrator and Fire Department began immediate discussions with our County partners about medical, law enforcement and fire protection needs for the affected area.

An area on the County Complex located on the far southern end of the property was determined to be a suitable spot to build a temporary facility. The site is a small piece of flat ground that will accommodate a pole barn that measures fifty (50) feet in length by thirty (30) feet in width with a large single door that will accommodate one fire apparatus vehicle. The barn will have lights and heat for the cold weather months to protect the apparatus.  The living quarters that will be placed there is a manufactured home that measures forty (40) feet long by twenty four (24) feet wide and is a three (3) bedroom two (2) bath home with kitchen, laundry and sitting room. The underside of the trailer rest on a concrete foundation with steel structural members attached to homes framework. Around the bottom skirting has been installed to protect the utilities under the home and help condition the space as best as possible since there seems to be a constant breeze at that location.  The site has had to have minimal amount of work to prep the site due to the flatness of the area. A gravel drive and parking pad have been placed and the area within the apparatus bay will be of a gravel base as well. A concreted parking pad and sidewalk that will accommodate an ADA guest will be built that will lead to a ramp and porch to enter the front of the facility.

Financial Impact
The cost of the manufactured home to house the staff will costs approximately $66,200.00 and will be constructed in a manner that allows for the unit to be removed from the site and stored for possible situation, office need or the city may elect to sell.

Recommendation
The City Administrator has granted approval of funding of approximately $66,200.00 for the procurement of a manufactured home to shelter staff for the purpose of maintaining a fire station in the Goose Creek area until a permanent facility can be constructed.
