Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Preservation Agreement with the Tennessee Historical Commission (THC) and SHPO for the completion of select burial marker restoration work at the historic City Cemetery located at the intersection of N. Margin St. and 4th Avenue N.

 

Background

The THC administers an annual grant program for eligible historic preservation projects on behalf of the federal government.  The City Cemetery has been determined to be a historically significant resource as evidenced by its listing on the National Register of Historic Places in November 2012. The THC awarded the City a $8,640 grant for the completion of restoration work on critically-damaged stone burial markers at the site (COF Contract No. 2016-0274). The restoration work has been completed and the Preservation Agreement outlines the City’s responsibilities for maintaining the cemetery and improvements for a period of 5 years pursuant to the terms of the federal grant-in-aid assistance received from THC through the National Park Service, United States Department of the Interior. 

 

Previous grants from the THC have funded the completion of a preservation and maintenance plan and the completion of a remote sensing survey for City and Rest Haven Cemeteries.

 

Financial Impact

The Preservation Agreement requires the City to assume the cost of the continued maintenance and repairs of the City Cemetery property. Funding for the continued routine maintenance and repairs of the City Cemetery property are included in the Parks Department budget.

Staff recommends that the Board of Mayor and Aldermen acknowledge receipt of this report of execution of a Preservation Agreement for the City Cemetery Select Burial Marker Restoration project (COF Contract No. 2017-0284).
