Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning status updates for some of the City's street projects.
Project Status
A. Mack Hatcher Parkway NW Extension
BOMA Priority Ranking: N/A (Highest Priority)
Key Dates: Design Start - August 14, 2007 (BOMA Approval); Re-Design Completion - October 2014 (Estimated); ROW Start - December 2009 (ROW Meeting Scheduled); ROW Completion - June 2012; Construction Start - Currently Not Funded; Construction Completion - Currently Not Funded;
Cost: Design - $3,502,501; ROW - $13,397,520 (Provided by TDOT); Construction - $58,700,000 (Provided by TDOT)
Status Update: TDOT has agreed to build the full intersections at SR96, Hillsboro Road and Del Rio Pike as a part of the 2-lane Mack Hatcher Parkway construction. The designer is completing final plans comments, as requested by TDOT.
B. Hillsboro Road Improvements (Independence Square to Mack Hatcher Pkwy)

Status Update: ROW Acquisition is still ongoing. All offers have been made. Waiting on closings and condemnation proceedings to start. Construction Plans are complete. Will hopefully have TDOT concurrence to bid the project in March/April.
C. Carothers Parkway South Extension

Status Update: Bridge beams have been set. Excluding the actual bridge, pavement, through the binder course, has been laid on the entire project. The contract is currently working on the installation of fiber optic conduit and electrical conduit for street lights. Bridge crews are expected to return soon to begin work on the bridge deck.
D. McEwen Drive at Wilson Pike Intersection Improvements Project

Status Update: Punch list items are complete. The final change order for this project will appear on an upcoming agenda. Because this project was finished during the winter months, a landscaping contractor will need to return in the Spring to complete the restoration of yards.
E. Century Court / Beasley Drive Connector

Status Update: Design plans have been approved by TDOT. Bidding for construction cannot occur without a Notice to Proceed from TDOT; the City is awaiting this notice. Construction is expected to being in early Spring. A time extension from TDOT for completion of this project will appear on an upcoming agenda.
G. Sidewalk Construction along Highway 96 West

Status Update: Preliminary design of this project is complete and was performed in-house by Paul Holzen, the Engineering Director, in his "spare" time. A discussion of this project is expected on the February 5, 2015 CIC meeting.
H. Sidewalk Construction along Murfreesboro Road (SR 96 East), Pinkerton Park to Mack Hatcher Parkway

Status Update: The project has been bid twice now. Working with TDOT on concurrence on second bid, but may have to be bid out a third time.
