Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) with information regarding the ongoing discussion of a proposed Public Art Program (“Program”) and to seek support to complete a Program guidelines document and to develop a corresponding ordinance to implement the Program, both to be considered by the BOMA at a later date.
Background
Upon receiving informal approval to proceed with the exploration of a program policy at the May 24, 2016 BOMA Work Session, members of the Downtown Franklin Association, the Williamson County Convention and Visitors Bureau, and Franklin Tomorrow (“Public Art Working Group”) have joined City staff at regular meetings to discuss and develop a proposed Program guidelines document. The document outlines a mission and purpose to enhance the quality of life for Franklin’s citizens and visitors through the creation of a framework by which to consider proposals to place visual art 1) within the public right-of-way, and 2) on private property that is visible from the public right-of-way. The Public Art Working Group proposes the creation of a Public Art Commission to administer the Program, consider proposals through an outlined application process, and to make recommendations to the BOMA regarding such proposals. Local visual artists have also been consulted to provide meaningful feedback on the draft document.

Staff recommends continued support of the Public Art Working Group’s pursuance of a Program guidelines document and a corresponding ordinance to implement the Program is recommended, with approval to be considered by the BOMA early next year.
