Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 2, for a time extension, to the agreement (COF Contract No. 2013-0022, TDOT Agreement No. 120296, PIN 118151.00) between the City of Franklin and TDOT for the Hunters Bend Elementary SRTS Project.
Background
The Hunters Bend Elementary SRTS project consists of improvements to 2 walking tunnels near the school. These improvements generally consists of: retaining wall construction, earthwork, lighting, emergency call box, and tunnel surround repairs. The original Local Agency Project Agreement, which allows the City to manage this SRTS project, was approved by the BOMA on April 23, 2013. The original completion date for this project was set at May 13, 2015.
Due to delays with the design process, TDOT granted a time extension, via Amendment No. 1, to the contract. The completion date was extended to May 12, 2016. After completion of the TDOT required revisions and corrections, the designer submitted the final bid package to TDOT for review and approval in November 2015. During this time the City was also required to renew its Title VI certification with TDOT. The construction phase of this project cannot proceed until TDOT issues an official Notice to Proceed for that phase. Because the Notice to Proceed has still not been issued, this project cannot be completed by the current deadline of May 12, 2016. Therefore, City staff have requested a final time extension from TDOT for this project. While the time extension is for 1-year, staff anticipates completion of construction during the 2016 summer months.
Financial Impact
Because Amendment No. 2 is for a time extension only, there is no additional financial impact to the City of Franklin.
