Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) regarding Amendment No. 4 to Contract 2012-0183 with Smith Seckman Reid, Inc. (SSR) related to Construction Administration and Resident Project Representative Services for the Water Treatment Plant Modifications Project. 

 

Background

On November 27, 2012, the BOMA approved COF Contract 2012-0183 with SSR to perform design services for the Water Treatment Plant Modifications Project.  On August 25, 2015 the BOMA approved Resolution 2015-66 to award the construction of the designed modifications to Judy Construction Company (COF Contract No. 2015-0062) in the amount of $14,018,000.  During the presentation for the bid award, construction administration fees of $1,244,080 (8.9% of construction cost), as proposed by SSR, were allocated in the project cost analysis. 

 

The proposed contract amendment and scope of services are attached. In general these services include the following:

§                     Construction Administration Tasks

o                     Scheduling and conducting progress meetings,

o                     Response to Contractor requests for information,

o                     Issuance of field orders,

o                     Review of shop drawings,

o                     Contractor payment request review,

o                     Project change order documentation,

o                     Coordination of startup services with project equipment, and the production of close out documentation related to the project including record drawing production.

§                     Resident Project Representative Services

o                     Daily presence of a resident project engineer on site during all construction activities.

o                     Production of daily activity logs,

o                     Serve as the primary liaison between the contractor, the construction administrator and City staff.

 

Financial Impact

The proposed construction administration fees is $1,244,080.

Due to the full time nature of administration and inspection services required for a project of this complexity, staff recommends that Amendment No. 4 to COF Contract No. 2012-0183 be approved.
