Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of some of the City’s water and sewer projects.
Project Status
A. Spencer Creek Basin - South Prong Interceptor Upgrade
Key Dates: Design Start - April 23, 2013; Design Completion - October 2015*; Bid Date: Not Funded; Construction Start - Not Funded; Construction Completion - Not Funded

Cost: Design - $337,000.00; Easement - Not Funded; Construction - Not Funded
Funding Source: Design - Sewer Fund; Easements - TBD; Construction - TBD
Status Update: Design plans are still being developed and are approximately 50% complete. The project will not be constructed until funding is available from the Water Management Department budget.
B. Spencer Creek at Franklin Road Sewer
Key Dates: Design Start - March 11, 2014; Design Completion - June 2015; Easement Acquisition Start - September 2015*; Easement Acquisition Completion - November 2015*; Bid Date: January 2016*; Construction Start - March 2016*; Construction Completion - September 2016*

Status Update: The plans are 100% complete. Easement acquisition will begin after the appraisals are completed.
C. Curd Branch and Watson Branch Interceptor Sewer

Status Update: The easement acquisition process is almost complete. Design plans are 100% complete but plans will not be submitted to TDEC for approval until the easements are obtained.
D. Fieldstone Farms Pump Station No. 1 Rehabilitation
Key Dates: Design Start - January 14, 2014; Design Completion - November 2014; Bid Date: December 11, 2014; Construction Start - July 2015; Construction Completion - July 2016
Cost: Design - $226,848.00; CEI - $196,000.00; Construction - $1,592,000.00
Funding Source: Design - Sewer Fund; Construction - Sewer Operating Fund
Status Update: Two of the three blasting days are complete. The contractor is currently doing earthwork on the site which will continue for another week.
E. Sanitary Sewer System Model and Capacity Assurance Tool - Phase 1
Key Dates: Design Start - March 11, 2014; Design Completion - August 2015
Cost: Design - $182,000.00
Funding Source: Design - Sewer Fund
Status Update: Staff met with the consultant on August 4, 2015, to update the completed data and go thru the tool again.
F. Goose Creek Sanitary Sewer Extension Project from West of I65 to the East Side of I65
Key Dates: Design Start - September 9, 2014; Design Completion - April 2015; Easement Acquisition Start - July 2015*; Easement Acquisition Completion - October 2015*; Bid Date: December 2015*; Construction Start - February 2016*; Construction Completion - August 2016*

Status Update: The PSA amendment to include the reclaimed water in the design was approved at the 9/8/15 BOMA meeting. Offers are currently being made to the property owners for the easements necessary to construct the project.
G. Bobby Drive Water Line Improvement Project
Key Dates: Design Start - May 12, 2015; Design Completion - November 2015; Easement Acquisition Start - November 2015*; Easement Acquisition Completion - March 2016*; Construction Start - May 2016*; Construction Completion - December 2016*

Status Update: The PSA amendment to include additional work (geotechnical report; easement descriptions and exhibits) on the project was approved at the 9/8/15 BOMA meeting. Staff met with the consultant on 9/14/15 to discuss the 50% design set of plans. A Public Meeting was discussed to be tentatively held the last week of October.
H. Old Carter’s Creek Water Line Improvements

Status Update: The draft technical report is to be submitted for Staff review next week. A progress meeting will be set after the report has been reviewed.
