Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) (COF Contract No. 2015-0378) with Neel-Schaffer, Inc. for on-call traffic engineering services.
Background
The City of Franklin has identified the need for independent peer review of Traffic Impact Analyses (TIAs), plus TIA preparation for major developments and general traffic engineering services for the Engineering Department. This change is considered to generate the following improvements in the management of the City of Franklin’s transportation system:
• Provide better management of infrastructure improvements throughout the City’s transportation network.
• Allow more effective staff devotion to facilitate development approvals.
• Provide better coordination among multiple developments within a corridor.
On August 30, 2015, the Request for Qualifications (RFQ) was published, with ten (10) responses received by the deadline of September 25, 2015. The evaluation team consisting of three (3) engineers and one (1) planner recommended the selection of two (2) consulting firms, thus facilitating multiple simultaneous projects of various natures. With the specific Professional Services Agreement scope now defined per the attachment, this recommendation is to enter into a contract with Neel-Schaffer, Inc. The other Professional Services Agreement is recommended to be contracted with Volkert, Inc.
Financial Impact
The cost shall not exceed the amount approved within the FY2016-2017 TOC budget ($150,000 - 82540 Engineering Services). Individual work orders shall be approved by the City Administrator and City Engineer
