Purpose
The purpose of this memo is to provide additional information to the Board of Mayor and Aldermen prior to the consideration of modifications to the 2010 Major Thoroughfare Plan (Resolution 2015-19) concerning the realignment of Carlisle Lane and its intersection with Del Rio Pike.
 
Background
City staff has been working with the property owner of 1048 Carlisle Lane on a proposed development plan.  This development plan has been included and is labeled as Exhibit A.  Prior to approval of the development plan, City staff asked the developer to provide an alignment study and local street plan that would accommodate the future needed improvements along Carlisle Lane and specifically address the issues at the intersection of Carlisle Lane and Del Rio Pike.  The purpose of this study is to ensure that the City is able to reserve the appropriate rights-of-way as the area develops to allow for the future improvements along this corridor.  The Developer has provided a proposed alignment study as shown in Exhibit B.  Exhibit B is the option that was originally proposed by staff to the Capital Investment Committee on March 4, 2015.  Following the Capital Investment Committee meeting, staff evaluated a few different alignments to provide options to the Board of Mayor and Aldermen.  These different options are as provided in Exhibits C, D and E.  
 
Staff is proposing a roundabout at the intersection of Carlisle Lane and Del Rio Pike in all options being presented.  Studies have shown that roundabouts are safer than traditional stop controlled or signal controlled intersections, they reduce delay, improve traffic flow, and reduce long term operational costs when compared to a signalized intersection.  The costs of constructing a roundabout or a traffic signal are comparable.  It should be noted that roundabouts typically require more property within the actual intersection. Staff is seeking direction from the Board of Mayor and Aldermen to finalize the alignment, reserve the necessary rights-of-way, and allow the development of 1048 Carlisle Lane to move forward.
