Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Change Order No. 2 (FINAL) to the construction contract (COF Contract No. 2012-0145) with Brown Builders, Inc. (BBI) for the Intersection of State Route 252 (Wilson Pike) and McEwen Drive Project for a time extension and a cost decrease.
Background
On October 27, 2012, the BOMA awarded the construction contract (COF Contract No. 2012-0145) for the intersection of Wilson Pike and East McEwen Drive to BBI in the amount of $1,991,572.82. Because of initial utility delays, the City was not able to issue a Notice to Proceed for construction until July 8, 2013, with an expected substantial completion date of July 8, 2014. On July 8, 2014, the BOMA approved Change Order No. 1 to this contract for a time extension only. This time extension allowed for a substantial completion date of October 6, 2014 and established a final payment date of October 31, 2014. The project was fully opened to traffic in Fall 2014. Some work continued to stabilize the slopes before the winter months. Unfortunately, due to a delay by one of the subcontractors, the prime contractor was unable to deliver a final invoice to the City until April 23, 2015. Change Order No. 2 extends the dates of substantial completion to November 30, 2014 and final payment to April 23, 2015.
After tabulating of cost overruns and underruns, there is $200,469.88 ($76,975.92 unused Project Contingency and $123,493.96 line item savings) remaining unspent from the original contract.
Financial Impact
Excluding the original Project Contingency of $150,000.00, there is an actual project savings of $50,469.88, or 2.5% of the original contract amount.
