DRAFT Acknowledge report of contract award to Masimo Corporation of Irvine, California in the total lump-sum amount of $7,004 for the purchase of a quantity of one (1) Masimo RAD-57 hand-held carbon monoxide detector for blood stream for the Fire Department (Contract No. 2015-0379)
body
Purpose
The purpose of this procurement is to purchase one (1) Masimo RAD-57 hand-held carbon monoxide detector for blood stream for the Fire Department. This unit has the technology to measure carboxyhemoglobin, methemoglobin, oxygen saturation, and pulse rates on patients treated by the Franklin Fire Department and fire suppression personnel engaged in firefighting or other hazardous materials type operations where these exposures may occur. This purchase would represent an expansion to the Franklin Fire Department’s inventory of similar equipment.
Background
According to the CDC, each year, more than 400 Americans die from unintentional CO poisoning, more than 20,000 visit the emergency room and more than 4,000 are hospitalized due to CO poisoning. Fatality is highest among Americans 65 and older. Firefighters are at very high risk for exposure to Carbon Monoxide in the overhaul phase of fire operations and the effects of this exposure can cause both immediate and long term health concerns. The implementation of CO screening in the rehabilitation of firefighters is a critical component in identifying and helping to prevent the effects of these exposures.
In 2011, the Fire Department purchased six of these handheld units to place on the fire apparatus with advanced life support capabilities. In 2013, the department increased the number of advanced life support apparatus from six to nine in the City. In fiscal year 2015, the department purchased three more. The purchase of this additional unit is intended to add this monitoring capability to Ladder 8, the department’s latest addition to its fleet. The Rad-57 monitor is the only technology currently available to non-invasively monitor for CO exposure, thus allowing this measurement to be obtained in a pre-hospital setting.
Financial Impact
The Masimo Corporation is the sole-source vendor of this technology and has indicated that in writing. There are no funds specifically allocated for this purchase in the Fire Department budget for fiscal year 2016 but the department will seek an amendment to the fiscal year 2016 Facilities Tax Fund budget for this purchase. In the event the amendment is not approved, the department believes it can absorb the costs in its present allotment. The quoted pricing is $7,004, including shipping. The vendor has indicated in writing that the quoted unit pricing is the best municipal pricing available at this time and in the foreseeable future for the quantity indicated and staff believes the unit pricing to be reasonable for this industry at this time.
