Background from the Franklin Land Use Plan (LUP)

The subject Land Use Plan amendment request would be the expansion of CFCO-4, which is predominantly made up of attached and detached residential uses. This residential land use would replace the current industrial land use designation found throughout CFCO-6. The only change is the relocation of the boundary line to support residential redevelopment. There are no related text changes.

 

Planning and Sustainability Department Comments

The property encompasses 1.1 acres and is zoned Light Industrial (LI) with access off of Eddy Lane. Three detached single-family dwelling units are located on the site. The property to the south is zoned R-2, and the southern section of Eddy Lane has a residential character. A large data center, zoned LI, is located to the north and east. The parcel boundary is heavily screened with landscaping. The wooded property due west across Eddy Lane is vacant and zoned LI. Given the residential character of the southern section of Eddy Lane and the existing residential use on the property, continued residential use on the site is appropriate. This property could support attached and/or detached residential redevelopment and serve as a transition between the light industrial and residential areas of Eddy Lane.

 

Also, Eddy Lane has no shoulders to speak of, neither does it have curb and gutter, and the lanes appear to be inadequate for large truck traffic, which is encouraged by the land uses in LI Districts. This, too, makes the area more conducive to residential, rather than light industrial, uses.
