body
Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 2 to the Tennessee Department of Transportation (TDOT) Contract No. 110291 (COF Contract No. 2011-0129) for the Franklin Intelligent Transportation System (ITS) Extension (TDOT PIN 116144.00) and Adaptive Signal Control Technology (ASCT) (TDOT PIN 116144.01) projects for a time extension and a redistribution of existing funds.
Background
On September 13, 2011, the BOMA approved the TDOT Contract No. 110291 (COF Contract No. 2011-0129) for the Franklin ITS Extension project (TDOT PIN 116144.00). The original project had a total budget of $2,500,000 at an 80/20 match, with the City’s financial obligation being $500,000. The original intent of this project was to expand the City’s ITS infrastructure, per the Franklin ITS Master Plan, which was approved by the BOMA on January 26, 2006. The original contract had a completion date of December 31, 2015 with a funding distribution as follows:
PHASE FUNDING SOURCE FED % STATE % LOCAL % ESTIMATED COST
PE-NEPA L-STP 80 0 20 $ 200,000.00
PE-DESIGN L-STP 80 0 20 $ 300,000.00
CONSTRUCTION L-STP 80 0 20 $ 1,920,000.00
OVERSIGHT L-STP 80 0 20 $ 80,000.00
On June 11, 2013, the BOMA approved Amendment No. 1 to the TDOT Contract No. 110291 (COF Contract No. 2011-0129). This amendment added “adaptive signal control” to the list of accepted work types and created a child project (TDOT PIN 116144.01) for the “implementation” of adaptive signal control technology (ASCT). The overall funding level of $2,500,000 remained the same, but the funding distribution changed as follows:
TDOT PIN 116144.00 - Franklin ITS Extension
PHASE FUNDING SOURCE FED % STATE % LOCAL % ESTIMATED COST
PE-NEPA STP 80 0 20 $ 200,000.00
PE-DESIGN STP 80 0 20 $ 300,000.00
CONSTRUCTION STP 80 0 20 $ 1,170,000.00
OVERSIGHT STP 80 0 20 $ 80,000.00
TDOT PIN 116144.01 - Adaptive Signal Control Technology (ASCT)
PHASE FUNDING SOURCE FED % STATE % LOCAL % ESTIMATED COST
IMPLEMENTATION STP 80 0 20 $ 750,000.00
Since the approval of this amendment, design work has begun on both the Franklin ITS Extension and the Adaptive Signal Control Technology projects. Because of staff turnover and the level of detail required by both projects, City staff has requested a time extension of one (1) year from TDOT. Also, as the design of the ASCT project has progressed, it has become apparent that this project will require a larger portion of funding than provided in the Amendment No. 1 distribution. TDOT Local Programs Staff have bundled both the time extension to December 31, 2016 and funding redistribution requests into Amendment No. 2, which has a funding distribution as follows:
TDOT PIN 116144.00 - Franklin ITS Extension
PHASE FUNDING SOURCE FED % STATE % LOCAL % ESTIMATED COST
PE-DESIGN STP 80 0 20 $ 150,000.00
CONSTRUCTION STP 80 0 20 $ 670,000.00
TDOT ES STP 80 0 20 $ 80,000.00
TDOT PIN 116144.01 - Adaptive Signal Control Technology
PHASE FUNDING SOURCE FED % STATE % LOCAL % ESTIMATED COST
PE-DESIGN STP 80 0 20 $ 350,000.00
IMPLEMENTATION STP 80 0 20 $ 375,000.00
CONSTRUCTION STP 80 0 20 $ 875,000.00
Financial Impact
This amendment causes no additional financial impact to the City of Franklin. Both projects have been funded in the Engineering-TOC annual operating budget.
