Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning approving the programming and allocation for the 2015-2020 Consolidated Plan and the 2015-2016 Annual Action Plan.
Background
The City of Franklin has identified affordable housing development as an important issue in the community. The mission of the Community Development Block Grant program in Franklin is to develop, in cooperation with its residents, business partners, and not-for-profit housing agencies, viable urban communities by providing decent housing and a suitable living environment and to expand economic opportunities principally to low and moderate-income persons.
The Department of Housing and Urban development requires entitlement cities to develop and submit an Annual Action Plan reflecting the projections of the next fiscal year, as well as, a 5 year Consolidated Plan. Suggested programs for the 5 year Consolidated Plan are similar to previous years. The 2015-2016 Annual Action Plan reallocates the funding from Emergency Rehabilitation to further fund the Community Based Development Organization funds that allow for new construction of homes that will be sold to low-to-moderate income persons. The Emergency Rehabilitation program still has funds available from previous years. The City may consider reviewing the future allocations for the Emergency Rehabilitation with the next year's Annual Action Plan. One of the City's priorities is leveraging the funding of our partners to encourage the production and maintenance of affordable housing. The City of Franklin is obligated to utilize CDBG funding in accordance with HUD guidelines.
Financial Impact
Programs and recipient contracts will be funded by the Community Development Block Grant entitlement the City receives annually. The 2015-16 entitlement is anticipated to be $274,706.00 total funds.
