Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of some of the City’s transportation projects.

 

Project Status

A.                     Mack Hatcher Parkway NW Extension

BOMA Priority Ranking: N/A (Highest Priority)

Key Dates: Design Start - August 14, 2007 (BOMA Approval); Re-Design Completion - January 2015; ROW Start - December 2009; ROW Completion - June 2012; Construction Start - Currently Not Funded; Construction Completion - Currently Not Funded

Cost: Design - $3,502,501; ROW - $13,397,520 (Provided by TDOT); Construction - $58,700,000 (Provided by TDOT)

Status Update:  TDOT has agreed to build the full intersections at SR96, Hillsboro Road and Del Rio Pike as a part of the 2-lane Mack Hatcher Parkway construction.  On Thursday, April 9TH, the City received notification from the TDOT Communications Office of projects on the Statewide Transportation Improvement Plan (STIP) for the 3-year period from 2016-2018, and this project was not included.  A field review of the construction plans was held at TDOT’s Region 3 offices in Nashville, TN on April 16TH.  The designer is completing final plans comments, as requested by TDOT.

 

B.                     Hillsboro Road Improvements Phase 2 (Independence Square to Mack Hatcher Pkwy)

Key Dates: Design Start - March 24, 2008 (BOMA Approval); Design Completion - March 2015; ROW Start - March 2013; ROW Completion - May 2015; Bid Date - October 2015*; Construction Start - February 2016*; Construction Completion - June 2017*

Cost: Design - $1,324,221 (Design fees include the SR96-IndSq Project as well); ROW - $3,000,000; Construction - $13,217,983.82 ($1,750,000 Reimbursable through State and Federal Approved Funding; Includes AT&T and ATMOS Reimbursable items totaling $590,470.60)

Status Update:  TDOT is currently requesting the obligation of funds through the FHWA, and should be sending our Notice to Proceed to Construction by the end of October.  Project could be advertised for bidding in November. 

 

C.                     Carothers Parkway South Extension

BOMA Priority Ranking: #5

Key Dates: Design Start - July 10, 2007; Design Completion - March 2013*; ROW Start - May 26, 2009; ROW Completion - March 2011; Bid Date - April 2013; Construction Start - September 1, 2013; Construction Completion - September 2015* (Substantial Completion)

Cost: Design - $2,116,560; ROW - $500,000.00 (Estimated); CEI Services - $1,113,500 (Approved Contract); Construction - $13,292,567.42 (Approved Contract and COs)

Status Update:  Project was opened to traffic on September 23, 2015.  Crews continue to work on punch list items.

 

D.                     Century Court / Beasley Drive Connector

Key Dates: Design Start - May 8, 2007; Design Complete - March 2015*; ROW Start - March 2008; ROW Complete -March 2015*; Bid Date - June 2015; Construction Start - October 2015*; Construction Complete - April 2015*

Cost: Design - $27,526; ROW - $153,450; Construction - $399,250.97 (Bid Amount)

Status Update:  Construction bids were received and opened on July 8TH.  A resolution for approval of this contract with Jenco Construction was approved at the August 11, 2015 meeting. Middle Tennessee Electric is completed with their relocation, AT&T is in the process of relocating and Comcast will start relocation after AT&T is complete.

                     

E.                     Hunter’s Bend Safe Routes to School

Cost: Total - $289,565 (Estimated)

Status Update:  Design plans have been submitted by TDOT.  Designer has received comments from TDOT and will resubmit.  Bidding for construction cannot occur without a Notice to Proceed from TDOT; the City is awaiting this notice.  As soon as this Notice to Proceed is issued by TDOT, we can proceed with bidding and construction.

 

F.                     Multiuse Trail along Highway 96 West, Vintage Grove Lane to Freedom Middle School

Cost: Construction - $596,116.10 (Bid Amount)

Status Update:  Construction bids were received and opened on July 8TH.  Construction bids were received and opened on July 8TH.  A resolution for approval of this contract with Civil Constructors, LLC was approved at the August 11, 2015 meeting.  Negotiations for easement are underway.  Work will begin once the easement acquisition process is complete.

 

G.                     Sidewalk along Murfreesboro Road (SR 96 East), Pinkerton Park to Mack Hatcher Parkway

Status Update:  City Staff is currently updating the design plans to show a multi-use trail, as requested by the public and as directed by the BOMA.

 

H.                     Franklin Road (Harpeth River Bridge to Harpeth Industrial Court)

ROW Acquisition- Not Funded; Construction - Not Funded

Cost: Total - $10,344,250 (Estimated)

Status Update:  Design updates are still ongoing.  A Utility Coordination Meeting was held on July 22nd.  Water and Sanitary Sewer design contracts were approved by BOMA on October 13, 2015.    

 

I.                     3rd Avenue North Trail/Greenway Project (Bicentennial Park Phase 1)

Key Dates: Design Start - April 11, 2006; Design Completion - February 2013; ROW Start - October 9, 2007; ROW Completion - January 26, 2010; Bid Dates - July 8, 2015; Construction Start - September 21, 2015; Construction Completion - May 17, 2016 (240 Calendar Day Contract)

Cost: Design - $65,725.00 (This number does not include design cost from the Bicentennial Park Project); ROW - $226,500.00; Construction - $1,253,257.31 (Bid Amount)

Status Update: TDOT concurred with low bidder recommendation. The bid was awarded to Jones Bros Contractors, LLC on August 11, 2015.  Contractor’s notice to proceed was issued for September 21st.  Contractor has until May 17th to complete the project.   

 

J.                     East McEwen Drive Phase 4 Improvements

Key Dates: Design Start - April 2015; Design Completion - April 2016*; ROW Acquisition - Not Funded; Construction - Not Funded

Status Update:  Engineering firm continues work on the Final Design plans.

 

K.                     Columbia Avenue (Mack Hatcher Parkway to Downs Boulevard)

Key Dates & Cost: TBD upon final approval of Local Agency Project Agreement between TDOT and the City of Franklin, and bringing the engineering consultant on board. 

Cost: TBD (current total estimate is $21M)

Status Update:  At their October 13TH regular meeting, the BOMA approved Resolution 2015-82 to authorize City staff to enter negotiations with Barge Waggoner Sumner & Cannon for preliminary design.  Staff anticipates bringing the PSA and Scope of Services back to the BOMA for approval in November or December 2015, with preliminary design to begin shortly thereafter.
